Description
The National Nuclear Security Administration Nevada Site Office (NNSA/NSO) seeks small businesses, small business-led teams and joint ventures that qualify as small business capable of performing security protective force services at the Nevada Test Site (NTS) and Las Vegas area NNSA/NSO facilities, NNSA/NSO contractor facilities, and other facilities as assigned by NNSA/NSO. The uniformed security protective force at NNSA/NSO is a bargaining unit represented by the Independent Guard Association of Nevada (IGAN), a union that has been in existence since the 1960s. The successful proposer will be bound by the terms of the current agreement which was effective in 2001 and expires in 2006. A copy of the current IGAN agreement has been attached to this request. The total armed force strength, at this time, is approximately 125 Security Police Officers. It is anticipated the contract type will be Performance Based Cost Plus Award Fee (CPAF). The total term of the contract is anticipated to be five years. The overall objective of this contract is to maintain continuous security related services 24 hours per day, 365 days per year at the Nevada Test Site, Las Vegas area NNSA/NSO facilities, NNSA/NSO contractor facilities, and other facilities assigned in accordance with DOE and NNSA requirements under both routine and emergency conditions. The mission of the Security Protective Force Contractor is the physical protection of critical security interests to include Nuclear Explosive Devices, Special Nuclear Material (SNM), Stockpile Stewardship Operations and Vital Equipment, support for highly classified Work-for-Others Program which are vital to National Security, Classified and Sensitive Information, Property and Unclassified Facilities. A detailed description of requirements is listed in the attached Scope of Work (SOW). Also attached to this request are questions/answers and select slide presentations from a conference/workshop held at NNSA/NSO on February 19, 2003. Interested small businesses, small business-led teams, and joint ventures that qualify as small businesses are encouraged to submit a statement of capabilities (SOC), by May 22, 2003. The SOC must be submitted in accordance with the attached format. The SOC, shall not exceed fifteen (15) pages, with a font size no smaller than 12. The North American Industry Classification System (NAICS) code for this procurement is 561612, Protective Guard Services, with a size standard of $10.5.
