Description
The Document Automation and Production Service (DAPS) seeks contracting partners who can provide Information Technology (IT) professionals for temporary assignments in DAPS facilities throughout the United States. Successful contractors will be small business holders of a Federal Supply Schedule (FSS) that includes information resources tasks and skills within its scope. See the General Task Statement, below. These are general descriptions only. Detailed statements of work or task statements will be included in each delivery order. GENERAL TASK STATEMENT: The contractor will provide IT professionals who will monitor network and platform security, support document automation and conversion initiatives, monitor and maintain firewalls, develop and implement information security procedures, analyze, recommend, test, install and deploy new technologies in document automation, provide technical and operational support for standard applications and systems, maintain Local Area Networks, provide training and technical advice to management and staff. DAPS envisions that the contractor will provide employees in at least two distinct labor categories: Mid-Grade IT Specialist and Higher Grade IT Specialist, or equivalent. SUBMISSION REQUIREMENTS. To be considered please submit the following information: 1. A list of relevant past performance within the last three years. Include the skills or labor categories supplied or tasks performed, the quantity of services provided for each labor category in full time equivalents, the duration of the contract, and a point of contact at the customer’s facility that had direct knowledge of your performance. Include name, phone number and email address for the point of contact. 2. A brief management plan that addresses your company’s capability to perform the work contemplated in this agreement. Include a description of corporate resources and methods that will be engaged to satisfy DAPS requirements. 3. A copy of your FSS that shows relevant labor categories and rates. Offers are invited to discount their FSS rates in order to present a better value to the Government. 4. A description of the geographical area where your company operates. Responses must be submitted to DAPS, Bldg. 09, 5450 Carlisle Pike, P.O. Box 2020, Mechanicsburg, PA 17055-0788, ATTN: Mr. Gilbert Hovermale. To be considered, responses must be received no later than 2:00 PM, 14 May 2003. Email responses are encouraged. Send electronic responses to scprfi@daps.dla.mil. EVALUATION OF RESPONSES. DAPS intends to negotiate a Blanket Purchase Agreement (BPA) with at least three small business FSS firms that can supply supplemental staffing support for the labor categories indicated. The successful BPA contractors will be those that offer the best value to the Government, considering past performance, management plan, and labor rates. Additional BPAs may be negotiated, if necessary, to ensure coverage for all geographic locations where DAPS requires these services. No services will be ordered in the BPAs. Services will be ordered in individual task orders that will be competed among the successful three or more BPA contractors. Task orders may include performance periods as short as a few days or as long as one year. Successful BPA contractors are not guaranteed any task order awards. Offerors are advised that DAPS purchased $11.1 million dollars of contract labor in Fiscal Year 2002. Projections regarding future needs are not available.
