Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 3TSD076 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 97-27. This action is a 100% small business set-aside. The NAICS code is 421690 and the small business size standard is 100 employees. The U.S. Secret Service (USSS) has a requirement for seventeen (17)Mini-CD to CD/cassette duplicators (Multi-Function Duplicators) and eight (8) Tactical Audio Kits with Mini-disc duplicators specified as follows: ITEM # 0001 -MULTI-FUNCTION DUPLICATORS - This equipment will allow the user to make copies from a MiniDisc to CD or from MiniDisc to standard cassette separately or simultaneously. The unit will record from CD to standard cassette or standard cassette to CD. The MiniDisc recorder/playback unit will have the feature of playing back MiniDiscs recorded at standard stereo, LP2 stereo, LP4 stereo and mono. Required equipment: 1) 3-speed MiniDisc deck that can be used as both a playback and recording system; 2) CDR and Cassette recorder that will produce two simultaneous copies; 3) Premium 12 outlet surge suppresser for switching power to all components with spare front outputs for powering external sources; 4)Transportable SKB case with locking front and rear covers; and 5) Interconnecting cables. Features: 1) MiniDisc to CD copies and MiniDisc to standard cassette copies; 2) Record from CD to standard cassette and standard cassette to CD; 3) MiniDisc module can be operated independently as a recorder or an editing deck; 4)CDR and standard cassette recorder unit can be operated independently; and 5) Headphone monitoring during duplication and playback. ITEM3 0002 -THE TACTICAL AUDIO KIT WITH MINI DISC RECORDER - 1) Amplifiers 2 ea. 2) Microphone with 50’ cable 2 ea. 3)Probe microphone 1 ea. 4) MiniDisc Recorder with accessories 1 ea. 5) Stereo Monitoring headset with volume control 1 ea. 6) Set Interconnecting cable with XLR connections 1 ea. 7) Transportable protective case to house all items 1 ea.. Amplifiers will have the following features, specifications: 1) Maximum of 66dB gain, adjustable in eleven discrete steps for accurate, repeatable gain settings; 2) Dynamic range exceeding 120dB 3) 20 Hz to 50kHz audio bandwidth 4) High immunity to RF interference due to transformers, RF filtering and all metal construction; 5) Line output driver capable of driving very long cable runs (over 1000’) 6) Extended range peak limiter uses dual opto-isolators. Specifications: 1) Frequency Response: 20 Hz – 22kHz, +0.1, -0.5dB 2) Dynamic Range: 122 dB minimum at the 18dB gain setting THD + Noise: 0.05% maximum 3) Input: Mic. Level, phantom power 3 volts. 4) Output: Balanced line level output AC and Battery 2x “AA”. Front Panel Controls and Indicators - 1) Limiter/Peak LED: Bi-Color illuminates amber to indicate limiter activity: illuminates red at 3 dB below clipping; 2) Limiter switch activates the peak limiter. Limits to +17 dBu output; 3) High Pass Filter Switch: Three-position switch inserts an 80 Hz corner frequency filter, 6 dB per octave. Center position of switch removes the filter from the signal path. 4) Rotary GAIN Switch: Selects the amount of gain from input to output adjustable in 11 increments at 6dB each. 5) Power Switch: Powers the unit; 6) Power LED: Bi-Color LED illuminates when the unit is powered and changes to red when approximately four hours of battery life remains; and 7) Monitor jack: 3.5mm stereo for use with headphones. Back Panel Connector and Controls - 1)Battery compartment requires two “AA: batteries for operation; 2) Line Out: Line level balanced XLR; 3) AC adapter jack; and 4) Mic in: XLR phantom powered 3 volt. The system will also be supplied with two 50’ room microphones with the following specifications: 1) Size: .15”x.22”x.09”; 2) Current drain: 50 micro-amps; 3)Frequency response: 50-9000 Hz; 4) Output level: -47 dB; 5) Max SPL: 120dB; and 6) Cable: balanced low noise low loss 2 conductor and shield, jacket outside diameter .067” UL2554 approved. The contractor shall deliver the supply items identified herein FOB Destination with all freight included in the delivered price. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors; 52.212-3, Offeror Representations and Certifications- Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The following clauses cited in 52.212-5 are applicable: 52.203-6, Restrictions on Subcontractor Sales to the Government; 52.219-8, Utilization of Small Business Concerns; 52.219-14, Limitations on Subcontracting; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-1, Buy American Act-Balance of Payments Program--Supplies; 52.225-13, Restrictions on Certain Foreign Purchases; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. These FAR Provisions and Clauses may be accessed via the world wide web at: http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. The Government intends to award a firm, fixed price purchase order to the responsible offeror providing the technically compliant low offer with all factors considered. All Requirements regarding the equipment, features and specifications as described above are considered to be minimum requirements. A responsive reply shall technically respond to and meet or exceed all of these requirements/specifications. Identify any relevant extra features and whether there is a warranty or not. The following factors shall be used to evaluate offers and are of equal importance: technical capability, price, and past performance. Factor 1 identified above shall be evaluated using the Relative Merit method, and shall be given an adjectival rating (Excellent, Very Good, Satisfactory, Poor, Unsatisfactory). The Government reserves the right to award to other than the low offeror. Offerors are reminded that unsupported promises to comply with the contractual requirements will not be sufficient. Quotations must not merely parrot back the contractual requirements, but rather must provide convincing evidence in support of any statements of conclusion relating to promised performance. However, unnecessary lengthy proposals are not desired. Failure to provide all information requested in this RFP shall render the offeror non-responsive. Offerors are advised to submit their most favorable quotation initially since award may be made without discussions. The proposal shall provide past performance data in response to this solicitation. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar services within the last two (2) years. Each reference must include customer’s name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral. Proposals must contain the following information: 1) Technical, Pricing and Past Performance and 2) Completed and signed copy of the FAR 52.212-3, Offerors Representations and Certifications. All responsible offerors shall forward quotations to U.S. Secret Service via facsimile at (202) 406-6801, Attn: Mike Hoop. All quotes must be received no later than 04:00 P.M. (EST), April 25, 2003. Any response later than this date and time will not be considered. The Government will not be responsible for any cost incurred in responding to this notice. Award is anticipated within ten (10) days of receipt of quotations.
