- The purpose of this amendment is to make an administrative change to the performance specification, as shown on the website, for clarification purposes and to provide answers to questions received in response to the solicitation. Accordingly, the solicitation is hereby changed as follows: On the website, under the document entitled "DETAILED PERFORMANCE SPECIFICATIONS", first paragraph, last sentence which begins, "Offers that fail . . ." is hereby deleted in its entirety. Questions and Answers are as follows: Q: Are the Barrels required to be hard Chromed? A: No, if you look closely at the RFP and supporting documents the statement for Chromium plating specifications applies only IF the barrels are chromium plated. There is no requirement for them to be hard chromed or chromium plated. Q: If the barrels are stainless steel, do they need to be hard chromed? A: See question above, No. Q: How do we confirm we are listed in the Central Contractor Registration (CCR)? A: Go to the web site http://www.ccr.gov/ and follow the instructions. Q: In accordance with the solicitation detailed performance specification ?Quality Assurance and Quality Control?, vendor responsibility, what specification is used for a reference in respect to ?publications?? A: This is in reference to manuals and under Commercial Manuals ?The government will use MIL-HDBK-1221 as a guide for review of the COTS manuals? as stated in the RFP. Q: On the barrel you noted cal. 45 is .45 ACP acceptable or does it need cal. in front of it? A: Either way of marking is acceptable, .45 ACP or cal. 45. Q: On the proof mark and the ?NDT? mark can they be etched rather than stamped? A: Yes etching is acceptable. Q: On the frame marking ?U. S. Military Property? can it be on either side of the frame? A: Yes, either side is acceptable. Q: Please advise the accuracy requirement and accuracy testing protocol for the above- mentioned solicitation. A: Pistols will be placed in a bench rest at 0 rounds fired, 5000 rounds fired, 10 000 rounds fired, 12 500 rounds fired, 15 000, 17 500, 20 000, 22 500, 25 000, 27 500, and 30 000 rounds fired. During the accuracy firing Testing shall be performed using the handgun from a bench rested fired position. Testing shall be conducted at 22.85 plus/minus 1 meters using US Government .45 ammunition. Seven shots shall be fired at a target consisting of standard 25-yard target. Before firing for record, up to five shots may be fired to foul the bore, seat the action and sight the weapon. All shots shall be fired using the same point of aim. To be acceptable, the shot group shall not exceed 10.2 cm (4 inches) at 22.85 plus/minus 1 meters (25 yards) as specified. So, if the pistols don?t fire within a 4 inch group at 25 yards at each of the firing intervals they don?t meet the threshold.
