Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. This solicitation F26600-03-Q-A042 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-04. This is 100% reserved for small business. The Standard Industry Classification (SIC) for this solicitation is 7513 and the North American Industry Classification System (NAICS) is 532120 based on the offeror?s average annual gross revenue of $21.5M or less for the last three (3) fiscal years. Award will be made on or about 20 May 03 for the lease of four vehicles (full-size crew-cab pickup trucks). Vehicle shall meet the following specification: 6-passenger, full size crew-cab pickup truck, automatic transmission, air conditioning, 4-wheel drive, towing package, off-road package, skid plates, vinyl bench seats, engine must be a turbo diesel type producing at least 300 horsepower, towing package to include a 2? receiver hitch, payload of at least 3,000 lbs and towing capacity of at least 12,000 lbs, single rear wheel, 8 foot bed with four tie down points on bed floor. Color preference: first choice-blue; second choice ? white; third choice ? silver. All four vehicles must be the same color and have a minimum of AM/FM radio. All scheduled and unscheduled maintenance shall be included in the lease contract. Each vehicle will be utilized up to 15,000 miles per year. The monthly lease payment shall include all fees to include registration, processing, and security deposit. The lease period for the first year (FY 03) will be for 3 months (Jul, Aug and Sep) and two one-year options. Option years to include 1 Oct 03 ? 30 Sep 04, and 1 Oct 04 ? 30 Sep 05. The government shall have the option to terminate the lease at any time with one-month notice and incur no more than one month?s additional payment as a penalty. Lease rate to include deliver to and pickup from 8355 Bergstrom Ave, Building Number 10234, Capt Garrett Stumb, Nellis AFB, NV 89191. Delivery date is 1 Jul 2003. All vehicles will be unused, 2002 or newer models. The entire solicitation including, Attachment 1 ? Bid Schedule, Attachment 2 ? Past Performance Evaluation Questionnaire, and Attachment 3 - Offerors Representations and Certifications will be released on the Federal Government Electronic Posting Systems (EPS) site, http://eps.gov. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). The following provisions and clauses can be viewed through Internet access at Air Force FAR Site, http://farsite.hill.af.mil. Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government, past performance and price considered. The provisions at 52.252-2, Clauses Incorporated by Reference apply to this solicitation and 52.252-6, Authorized Deviation in Clauses. The provisions at 252.225-7000, Buy American Act- Balance of Payments Program Certificate, 252.204-7004, Required Central Contractor Registration, and 252.212-7001 (Dev), Contract Terms and Conditions Required to Implement Statutes or executive Orders Applicable to Defense Acquisitions of Commercial Items. Offerors must include with their quotations: Technical data and a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications--Commercial Items, and Past Performance References, a minimum of (3) three. Offerors who fail to complete and submit Technical data, Representations and Certifications and Past Performance References, a minimum of three, may be considered non-responsive. For solicitations issued after 1 Jun 98 all ** contractors are required to Registered in the Central Contractors Registration (CCR) **. If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr2000.com. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award, may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at (800) 333-0505. Internet registration takes approximately 72 hours: mail-in registration takes approximately 30 days.
