- This modification provides the remainder of the paras to the SOW 4.3.9 OPTIMIZATION The Contractor shall optimize all RF equipment to ensure optimal performance. The Contractor shall time and synchronize the network between the dispatch console, the management terminal sites, and the Master Site to ensure maximum system reliability. 4.3.10 TESTING The Contractor shall submit a system acceptance test plan to the Maxwell AFB for review prior to system testing. System testing shall include operational and coverage testing of the RF site, dispatch console position, system management terminal and selected subscriber units. 4.3.11 ACCEPTANCE Formal system acceptance shall be granted after completion of the acceptance test and a successful 30-day equipment burn-in period. 4.3.12 LOGISTICS 4.3.12.1 TRAINING The Contractor shall provide training for system management and dispatch console operators. 4.3.12.2 SPARES The contractor shall provide pricing for spare infrastructure equipment for critical system components. The spares shall be priced separately. 4.3.12.3 TECHNOLOGY REFRESHMENT The contractor shall include software support agreement that makes the latest infrastructure software updates and releases available to Maxwell AFB. 4.4 Columbus AFB (CLIN 0003): 4.4.1 Staging FSO will assemble and test equipment for all sites and make every reasonable effort to ensure that all Columbus AFB specified requirements on system reliability and quality are satisfied. 4.4.2 On-Site Equipment Installation Activities The PM shall monitor all integration activities including the installation, interconnection, and testing of equipment as proposed in the system equipment lists. Contractor shall commence work within 30 days after notification from the CO (or designated representative) that site preparation is complete. 4.4.3 Installation Plan The PM shall develop a plan for the installation of fixed network equipment based on an understanding of the Columbus AFB requirements. This plan shall be discussed and reviewed with the Columbus AFB before equipment delivery and can be changed or modified with the mutual agreement of Columbus AFB designated representative and the Motorola PM. These changes shall be at no additional costs to the Government. Any changes that increase the cost shall be coordinated with the CO and reduced to a written modification to the contract. 4.4.4 Field Activity Overview The PM shall be responsible for all field activities. Ensuring that all installations are performed in accordance with the Motorola R56 Manual, Standards and Guidelines for Communication Sites. Before system installation, an in-field inventory shall be conducted by the PM. This inventory shall be done in conjunction with Columbus AFB and the Installation Team. The PM shall locate, repair, or replace any damaged or missing equipment. The PM shall make every effort possible to ensure that discrepancies are corrected in a manner that shall not delay the implementation of the system. 4.4.5 Subscriber Installation and Programming Contractor shall perform the following activities related to subscriber units: ?Program 221 government-furnished hand-held XTS 5000 portable radios ?Install and program 36 ASTRO Spectra? mobile subscriber units ?Install and program 14 ASTRO Spectra Consolettes units ?Install 12 RCH 3000 remote desksets integration activities. 4.4.6 Fixed Network Equipment (FNE) Installation Table The table below identifies the new system infrastructure locations and lists the major equipment that shall be installed at each location. At the completion of equipment installation, an audit for compliance with the installation quality standards maintained by Motorola?s manuals shall be performed. Following this audit, the Contractor shall: ?Verify and optimize the trunked channels ?Verify the integrity of the transmission media, Receiver Multicoupler, Shape Factor Filter, and Transmit Combiners ?Make final adjustments to the Central Controller, as required ?Document software and firmware versions of boards in the CEBs ?Set required audio levels ?Verify the integrity of the Digital Interface Units and reprogram as necessary ?Verify the integrity of the modems for the remote operator positions and set levels accordingly ?Configure or reconfigure Console Operator Interface Modules (COIMs), as required ?Verify the integrity of the CENTRACOM LAN/WAN and reconfigure server, as required ?Configure Console Database Manager/Alias Database Manager (CDM/ADM), if applicable ?Make backups of CDM, ADM, and Alias databases, if applicable ?Test system readiness prior to the acceptance test ?Verify all infrastructure codeplugs, archives, and that the databases are saved and attached to a final report ?Test all connectivity and T1 lines, as required 5. FUNCTIONAL ACCEPTANCE TEST PLAN (ATP) The detailed functional ATP will be created in a joint effort and with mutual agreement between the Contractor and Columbus AFB, Tyndall AFB and Maxwell AFB after award and before system implementation. The Functional Acceptance Test Plan is executed at the completion of the optimization process. 6. COVERAGE ACCEPTANCE TEST PLAN Following the Functional Acceptance Test, a Coverage Acceptance Test shall be performed. The Coverage Acceptance Test shall encompass signal strength testing and voice quality testing. 7. SYSTEM ACCEPTANCE The system will be considered accepted upon the successful execution and completion of all pre-approved test plans or when the system is placed into beneficial use (see note below) for its intended purpose, whichever occurs first. 8. SYSTEM DOCUMENTATION System documentation shall be furnished in a comprehensive system manual that includes, but is not limited to, the following: ?System Block and Level Diagrams ?Site Floor Plans ?Cabinet/Rack Diagrams ?Description of system functionality ?Programming templates (as required) for products tested ?Specific test results from preshipment integration and testing ?Box test results * ?Point-to-point wiring charts ?Cabling charts ?Interconnection cable description and inventory ?Printout of equipment parameters (i.e., programming configuration) ?Unique product jumpering information ?Inventory (with serial numbers and install references) The final documentation shall be incorporated into a final ?as-installed? documentation set and will be sent to the Columbus AFB no later than 30 days after final system acceptance. 9. CONTRACTOR?S RESPONSIBILITIES ?Conduct Frequency Analysis and develop Frequency Plan ?Verify the integrity of customer-provided T1 circuits, fiber links, and phone lines ?Install system equipment as listed in the System Equipment List ?Ground system equipment as defined in the Motorola R56 Standards and Guidelines for Communications Sites ?Install uninterruptible power supplies (UPSs) purchased as part of the system equipment ?Install antennas and associated transmission lines as identified in the System Equipment List ?Ground antenna lines as defined as defined in the Motorola R56 Manual ?Install and test required system networking equipment as identified in the System Description and the System Equipment List (For systems requiring WANs) ?Perform R56 Audits and Configuration Audits at all system infrastructure sites after installation is complete ?Set system levels, optimize, and perform in-field acceptance testing of the system ?Develop Fleet Map and Programming templates in conjunction with the customer ?Install and program subscriber units as listed in the Subscriber Installation and Programming Section of this document ?Develop and coordinate Cutover Plan activities, as required ?Develop and provide system documentation Columbus AFB Responsibilities The below listed responsibilities shall be fulfilled in accordance with the specifications documented in the Motorola R56 Manual, Standards and Guidelines for Communication Sites. ?Provide access to all buildings, equipment shelters, and towers required to complete this SOW ?Provide site perimeter security fences ?Conduct any required environmental impact assessments ?Obtain and provide authorized frequencies concurrent with or purchase order ?Provide site access, site maps, and escorts in a timely manner, as required ?Obtain and provide all zoning approvals, necessary permits, and lease agreements as required, at all sites and locations ?Provide adequate space for the system equipment ?De-install and remove existing system antennas, cables, and equipment, as required ?Provide primary electrical power at all sites ?Furnish and install all necessary electrical work such as power, HVAC, AC and/or DC circuits and outlets, circuit breakers, and main service protectors ?Provide uninterruptible power supplies (UPSs) and backup generator, or other suitable sources of emergency power at all system equipment locations ?Provide HVAC as specified ?Furnish and install exterior and internal grounding systems at all system equipment shelters and buildings ?Measure and verify ground resistance of five ohms or less ?Furnish and install cable trays as specified ?Furnish and install wall feedthroughs and cable boots as specified ?Furnish antenna-mounting space on existing towers as specified ?Furnish and install new towers or tower extensions as required and specified ?Conduct tower analysis, as required ?Furnish and install tower grounding system ?Furnish and install tower lighting as required ?Furnish and install exterior cable/ice bridge as required and specified ?Furnish and install all connectivity by microwave links, T1 circuits, fiber links, and telephone lines as required ?Furnish and install all circuit termination equipment as specified ?Assist in the verification the integrity of customer provided microwave links, T1 circuits, fiber links, and telephone lines ?Furnish and install a source of emergency power and an appropriately sized UPS unit for all console operator positions and system manager terminals to provide quality, reliable power to each console operator position ?Provide necessary furniture or desktop space for console operator and manager terminal equipment ?Provide system equipment warehousing, as required ?Provide six system-capable radios with keypads for the factory staging acceptance test and the field acceptance test ?Provide the Contractor?s Motorola PM with contact information and the necessary authorization to coordinate connectivity issues ?Assist in development of fleetmap and programming templates ?Ensure a service phone is available at all sites ?Ensure the five existing QUANTAR repeaters are delivered to Motorola?s Staging Facility in Schaumburg IL. 10. HOURS OF OPERATION Installation work shall be performed during normal business hours, Monday through Friday, 8 a.m. to 5 p.m., excluding holidays observed by the Federal Government. 11. WARRANTY The Contractor shall provide their standard commercial parts and equipment and installation warranty. Warranty services will include repair service. 12. TRAINING The contractor shall provide training to Government Personnel on the operation of equipment install. Columbus AFB will provide written notification to the Contractor?s PM 30 days before scheduled installation stating that all site preparation requirements are completed. 13. OPERATION MANUALS CONTRACTOR SHALL PROVIDE AT THE TIME OF ACCEPTANCE THE OPERATION MANUAL FOR ALL EQUIPMENT INSTALLED.
