Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with IBM, of Hopewell Junction, New York for fifteen thousand (15,000) each Sintered Alumina Disks, and one (1) each Punch Die Rework/ Replacement. This equipment will be used by the NIST Ceramics Division as feedstock for the renewal of a NIST Standard Reference Material 1976 (SRM) for X-Ray Diffraction. ***Sole Source determination is based on the need for the Sintered Alumina Disks and Punch/ Die Rework or Replacement to have complete compatibility with the existing NIST system. The technique for fabrication of the Sintered Alumina disks is exclusive to IBM. This microstructure produces symmetry, with respect to texture, about the diffraction vector. The starting material is relatively coarse grained and sintered in an anorthite glass matrix. This technology results in an exhibition of minimum X-Ray line profile broadening, which is essential to the success of the NIST SRM. IBM is the only known vendor who possesses equipment that can provide Sintered Alumina disks and Punch/ Die Rework or Replacement that will not broaden the X-Ray profiles essential to NIST SRM 1976. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by May 8, 2003. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
