- CORRECTION TO SIC CODE - 541330 Delete requirement: (limited to 25 pages) INDEFINITE DELIVERY SOLICITATION FOR POLLUTION PREVENTION (P2) ENGINEERING SERVICES WITHIN THE ENGINEERING FIELD ACTIVITY NORTHEAST AREA OF RESPONSIBILITY (SMALL BUSINESS SET-ASIDE) SOL N62472-03-R-1301 DUE 20 MAY 2003, 4:00 P.M. POC Ms. VIRGINIA F. MCALLISTER (610) 595-0824. This is a Small Business set-aside indefinite delivery solicitation. One firm will be selected for this solicitation. The contract shall be for preparing Pollution Prevention (P2) plans and updates; assisting in implementing P2 equipment procurement, setup, and training; and for various additional services in support of the above services covering the following states; ME, VT, NH, MA, RI, CT, NY, NJ, PA, & DE which comprise the ENGINEERING FIELD ACTIVITY NORTHEAST Area of Responsibility. The contractor may, on occasion, be tasked to provide the services described herein at locations outside of the EFANE AOR. Work includes, but is not limited to, the following professional services: 1) Preparing and producing P2 plans and updates; 2) Field work for acquiring data in support of preparing P2 plans and updates; 3) P2 data management; 4) Assist with P2 equipment procurement and setup at a facilities; 5) Provide guidance and training for the operation and maintenance of certain P2 equipment procurement actions; 6) Others as necessary in support of requested services. Focused data acquisition services may include, but are not limited to: 1) Preparing site field investigation plans; 2) Interviewing work center personnel; 3) Reviewing all relevant environmental reports, including any existing P2 plan; 4) Performing analysis of data using appropriate protocols. Data management services may include, but are not limited to: 1) Storage of all information in suitable electronic format; 2) Delivery of documents and data on compact discs; 3) Data delivered in a readily spatially accessible format. The contractor shall be capable of obtaining a security clearance if required. The contractor shall be able to produce a P2 Plan according to Navy Instruction OPNAVINST 5090.1B, using guides such as the Naval Shore Installation Pollution Prevention Guide, 1994, and the Naval Facilities Engineering Service Center's Guidance Document for Preparation of Navy Shore Installation Pollution Prevention Plan Updates, in addition to all relevant guides and documents, in accordance with E.O. 13148. This contract shall be awarded as a Federal Acquisition Regulation Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The minimum guarantee for the entire contract including the option years will be satisfied by the award of the initial project. The anticipated value of this contract is $2,500,000. The duration of this contract will be for one year from the date of initial contract award and four option years. The options may be exercised within the time-frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of A/E performance under the subject contract. There will be no dollar limit per project and no dollar limit per year. The NAICS Code is 541330 and the small business size standard classification is $4,000,000. The proposed contract is being SET ASIDE FOR SMALL BUSINESS FIRMS. We will use the following criteria for selection listed in descending order of importance: 1. PROFESSIONAL QUALIFICATIONS: a) The team leader shall be registered or certified within an applicable field with (1) a minimum of five years of experience as a multi-discipline team leader; with (2) demonstrated responsibility in charge of preparing P2 Plans; (3) developing and executing site investigation plans; (4) finger-tip knowledge of P2 plans process and content; and (5) knowledge of Environmental Management Systems (EMS) and their interface with P2 Plans. b) Individual team members technical competencies shall include (1) P2 plan assessment and site investigation field efforts; (2) applicable specialized certification or registration; and (3) applicable education. 2. SPECIALIZED EXPERIENCE: a) Recent applicable project experience relating to (1) P2 Plan preparation of suitable size and scope; and (2) field work including site investigation data acquisition; b) Applicable project experience relating to P2 plans, equipment, operation, maintenance, and training. 3. PERFORMANCE: a) Past performance in management planning and execution performance; b) Contracts with government agencies and private industry in terms of (i) quality of work, (ii) controlling costs, and (iii) improving existing practices; c) Compliance with performance schedules; d) Ability to provide timely responses to issues that could arise during various phases of the contract. 4. CAPACITY: a) Professional ability to perform multiple projects concurrently; b) Ability to sustain the loss of key personnel while accomplishing the work within required time limits; c) Ability to accomplish multiple small, medium and large projects whether site investigation or P2 plan preparation. 5. LOCATION: a) Proximity to the geographical region covered by ENGINEERING FIELD ACTIVITY NORTHEAST; b) Knowledge of local and regional conditions and regulation that should be considerations of the contract requirements. 6. VOLUME OF DOD WORK: Firms will be evaluated in terms of work previously awarded to them by DOD within the past 12 months. The objective is equitable distribution of contracts among qualified A-E firms. This includes small and small disadvantaged business firms and firms that have not had prior DOD A-E contracts. 7. JOINT VENTURES, TEAMING, OR SUBCONTRACTOR UTILIZATION: A-E firms will be evaluated on the extent to which they identify and commit to, in the performance of this contract: a) Small businesses; b) Small disadvantaged businesses; c) Historically Black colleges and universities; minority institutions; e) Women-owned Small Business; f) Veterans Owned Small Business; g) Services Disabled Veteran Owned Small Businesses and h) HUBzone Small Business. In order to assist the committee to more efficiently review all applications, a summary of experience, proposed team staffing and depth of additional staff support is requested as part of or in addition to the SF 255, as follows: 1. Summarize in descending order of significance, at least three of your most relevant projects for EACH type project required under the experience category. For each of the presented projects give the following information where applicable: a) Bid results as compared to your estimate and the owners programmed amount; b) List the currently proposed team members that worked on the projects; c) An owner point of contact with telephone number; d) Show the original schedule, owner approved time extensions, and the final execution schedule. 2. Summarize your proposed team in tabular form with the following data: a) Firm name; b) Individual name; c) If the individual is with a consultant firm, then state your work history with the individual and consultant firm; d) Office assigned to (home or branch office); e) Professional Registration and date; f) Assigned team responsibility; g) Years with current firm, years with other firms; h) Percent of time committed to this team. 3. List the number of individuals in each discipline NOT assigned to the proposed team who could be used to augment the proposed team in the event of loss of personnel or failure to maintain schedules. 4. A-E's responding should prepare to provide their Quality Assurance Project Plan (QAPP) prior to selection interviews once a short list has been approved. The QAPP will include an explanation of the management approach: an organizational chart showing the inter-relationship of management and team components and specific quality control processes used. Respondents may supplement this proposal with graphic material and photographs that best demonstrate capabilities of the team proposed for the project. Block 10 of the Standard Form 255 will INCLUDE THE FOLLOWING: (1) Summary of how the firm meets the stated evaluation criteria for this contract; (2) Matrix documenting proposed team members specialized experience relevant to the subject contract (IN LEFT HAND COLUMN SHOW: Relevant projects (use number of project assigned in Block 8 of Standard Form 255). ACROSS TOP ROW OF MATRIX SHOW: Role of team member (include consultants) on relevant project, i.e., Project Manager, Project Engineer, etc. (3) Copies of performance evaluations and/or letters of commendations (as attachments) for office making this submission: (4) List of relevant projects and date design completion scheduled, date design completed, and final cost estimate compared to the contract award amount. Firms must also indicate if they are normally subject to management decisions, bookkeeping, and policies of their holding or parent company. Also indicate if firm is an incorporated subsidiary that operates under a firm name different from the parent company. The qualification statement should clearly indicate the office location where the work will be performed. Firms having a current SF 254 on file with this office and those responding by 4:00 p.m. 20 May 2003 will be considered. In addition, all DOD contractors must be registered in the Central Contractor Registration (CCR) in order to receive a DOD contract, or to be paid by a DOD paying office. Failure to be registered in the DOD CCR Database may render your firm ineligible for award. All firms are encouraged to register as soon as possible.
