- Description
- This requirement is Set-Aside for HUBZone Certified Small Business Concerns under the North American Industry Classification System (NAICS) code 334517 with a size standard of 500 employees. The Government intends to purchase CLIN 0001: X-ray Model Vault MXRI.PVS.450.12.10.10 brand name or equal. This will be for a 450kV Shielded Modular Free Standing X-Ray Vault. Specifications are as follows: Spec 1: Overall Nominal Dimensions of 12 feet L x 10 feet W x 10 feet H (the vault shall be installed in an existing building with concrete floor). Construction shall be steel/lead/steel laminated panels. X-Ray Vault shall consist of four (4) Walls, Ceiling and shielded Floor Skirt, with a motorized part/operator door. The walls and ceiling of the vault shall be considered secondary radiation barriers. The x-ray tube shall be oriented toward the floor such that the floor is the primary r adiation barrier. Radiation shielding shall be in conformance to U.S. 21 CFR 1020.40 and shall have less than 0.5 mR per hour radiation leakage at any point 5 cm from any exterior surface when operated with an X-Ray System with output capacity of no more than 450 KVP at 10 MA. All walls are to have warning signage stating, Do NOT DRILL OR SAW on interior and exterior of walls. Spec 2: A motorized sliding access door shall be installed with opening of 5 feet W x 8 feet H. The door shall be mounted using THK Heavy Duty linear bearing rails or equivalent. If the Vault Door will require a special lower guide rail to be recessed within the concrete slab, the contractor shall provide the complete lower track assembly to be permanently embedded into the existing concrete slab during site preparation prior to installation. Spec 3: Three (3) 6 inches x 6 inches shielded cable baffles shall be provided for electrical service access to the enclosure and for x-ray source high voltage cables and cooling hoses. Spec 4: The enclosure shall be equipped with a shielded Vent Fan Baffle and Spec 5: Vent Fan which has a power of 115 VAC, 60 Hz, single phase, with a single pole switch for a 15A. circuit breaker. Both and Spec 4 and Spec 5 shall be of sufficient size to properly move the air in a 12 feet x 10 feet x 10 feet enclosure. Spec 6: Fluorescent Lighting Package, which has the power of 115 VAC, 60 Hz, single phase, with a single pole switch for a 15A circuit breaker. Spec 7: Wall Mounted Tube Manipulator with mounting cable for a Government supplied 320 KV Gemini tube head. This x-ray tube manipulator with consist of the following specs: (1) 3 axis of motion to be operated by hand (2) Vertical Axis Centerline Travel from 36 inches off the floor with 7 f eet of travel (3) Rotational Axis: #90 degrees of motion off perpendicular of wall with quick lock (4) Boom Axis: 52 inches of travel with quick lock. Spec 8: The vault shall be equipped with a Radiation Warning and Interlock System with audible and visual alarms, emergency X-RAY OFF mushroom switches and an exterior mounted X-RAY ON Illuminated Sign, conforming to U.S. 21 CFR 1020.40. Features of the interlock system shall include: (1) Interlock Control Module (2) Keyed EMERGENCY STOP Mushroom Switches (3) Software Adjustable Pre-warning Timer (4) Audible Pre-warning Alarm (5) Amber Rotating Pre-warning Beacon mounted on Control Module (6) Red Rotating Beacon mounted on Control Module for X-RAY ON Indication (7) Externally Mounted Red Rotating Beacons for X-RAY ON Indication (8) Externally Mounted X-RAY ON Light (9) Primary Power Circuit Interlock Switches (10) Redundant Doo r Interlock Switches (11) Faulty Lamp Detection for Fail Safe Operation (12) PLC Controls. Spec 9: The modular vault shall be assembled at manufacturer?s plant, and disassembled and shipped as modular components consisting of Wall and Ceiling Panels, Door, Floor Skirts, Framing, Joiners and all necessary hardware for re-assembly at customer?s site. Spec 10: The contractor shall assemble the vault at the Government provided site and provide all electrical cabling between the vault and the existing connection points. The Government shall make final connection to building electrical utilities. Spec 11: Contractor will certify vault system to comply with U.S. 21 CFR 1020.40 and provide FDA registration at customer site. CLIN 0002: Modular Free Standing X-Ray control room with the following specs: Spec 1: Overall Nominal Dimensions of 10 feet L x 10 feet W x 8 feet H. The contro l room shall be installed in an existing building with concrete floor. The building will shield the control room from weather, but the existing building does not provide temperature conditioning. The room shall house Government supplied x-ray operation console and desktop computer equipment. Spec 2: Overall dimensions shall be a nominal 10 feet length x 10 feet width x 8 feet height interior dimensions. An access door shall be installed on one wall. The wall containing the door shall also house at least one window of nominal dimensions 2 feet x 3 feet. Construction shall be steel, aluminum or polymer panels with insulation in the walls and ceiling. Spec 3: Three (3) 6 inches x 6 inches cable baffles shall be provided for electrical service access to the enclosure and for instrumentation and x-ray system control cables. Spec 4: The enclosure shall be equipped with an elect rically powered heating and cooling system capable of 15,000 BTU minimum. Power for the heating/cooling unit shall be 208/230VAC, 60 Hz, single phase. Circuit breakers and required electrical service will be furnished by the Government to an easily accessible location within 50 feet of the desired control room location. The heating/cooling system shall be located such that it does not interfere with placement of furniture or equipment from the floor up to 5 feet. Spec 5: The control room shall contain a ceiling mounted Fluorescent Lighting Package and a wall mounted Electrical Receptacle Package. Power for lighting package shall be 115 VAC, 60 Hz, single phase, with a single pole switch for a 15A. circuit breaker. A minimum of two, duplex, 15A outlets shall be located on each wall. Power for the outlets shall be divided between two 115 VAC, 60 Hz, 15A circuits. Circuit b reakers and required electrical service will be furnished by the Government to an easily accessible location within 50 feet of the desired room location. Spec 6: The contractor shall assemble the control room at the Government provided site and provide all electrical cabling between the room and the existing connection points. The Government shall make final connection to building electrical utilities. CLIN 003: Haskris Model R175 or equivalent Recirculated Water, Refrigerated Cooling System for a 320 KV x-ray Tube Head. Specifications are as follows: Spec 1: Cooling capacity of 5,500 Watts minimum. Spec 2:Air-cooled condenser. Spec 3: Compressor 1.75 HP or better. Spec 4: Pump capacity of 1/3 HP or better. Spec 5: R22 refrigerant. Spec 6: 208/230 VAC single phase, 60 Hz power. Any contractor submitting a proposal for an equal to the brand name identified above must provid e clear and convincing information, including product literature, that the proposed product is an equal. The contract shall be a firm fixed priced contract. Delivery shall be made within four months of contract award to Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia. FOB Destination shall apply. The following is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 and in accordance with Simplified Acquisition Procedures, FAR 13.5-Test Program for Certain Commercial Items, and supplemental information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00178-03-R-1028 and is a Request for Proposal. The solicitation document and incorporated provisions and clauses are th ose in effect through Federal Acquisition Circular 2001-06. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088, which shall be considered by Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Interested parties must identify their capability to provide the specific make and model identified herein or an equal. PROVISIONS/CLAUSES: FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this solicitation and is hereby incorporated by reference. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) applies (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to e valuate offers, in descending order of importance: Technical capability of the item offered to meet the Government?s requirements, price, and past performance. Technical capability and past performance, when combined, are approximately three times more important than the proposed price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial It ems with its offer. The provision at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Subparagraphs (a), (b) 1, 5, 7, 11, 12, 13, 14, 15, 22, and 24. The provision at DFAR 252.212-7000, Offeror representations and certifications-Commercial items applies with the requirement that offeror?s provide a completed copy with their offer. The provisions at DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items is applicable with the following provisions of subparagraph (b) thereof indicated as applicable: 252.225-7007, 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002, and 252.247-7024. 52.219-3 Notice of Tot al HUBZone Set-Aside (Jan 1999).
