Request for Information: Purchasing Transaction Cost Analysis R400: Consulting and Study Services The USPS requests information on suppliers capabilities and qualifications to perform a purchasing transaction cost analyses. USPS performs several purchasing transactions across several purchasing organizations. Transactions are typically classified as simple, i.e. a task order to an existing contract, or complex, i.e. a detailed Statement of Work (SOW) or Performance Work Statement (PWS), detailed market research (sourcing), supplier prequalification, etc. Below is listed the Purpose, Scope, and Objectives of the potential requirement. Purpose: Identify the probable level of costs related to purchasing transactions within the USPS Supply Management (SM) organization. Scope: The transaction costs to be measured in this analysis are those incurred from the point that the client (or internal customer) first contacts a buyer until the time that the order reaches the supplier or the service or product. The time that it takes the supplier to process the order and deliver the service or product is outside the scope of this analysis. The focus of the analysis is on the identification of significant cost drivers affecting numerous purchasing transactions and the assignment of representational costs to those drivers. The SM organization contemplates that the required level of analysis will be less rigorous than that used for more intensive time-and-motion studies or activity-based costing (ABC)
