Description
The 12th Contracting Squadron at Randolph AFB intends to award on a competitive basis in accordance with FAR Part 6.2. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number F7SPT2302901, is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The SIC Code is 5812, size standard is $6.0 and the NAICS code is 722320. The Contract is for the purchase of lunches, provided up to 14040 summer camp lunches as specified in the statement of work. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ? Interested parties capable of providing the above must submit written price notice to include discount terms, site locations, past performance information, and firm evidence of their ability to perform. All responses will be fully considered, but must be submitted on the EBIS/IVRS License renewal/Software support products, ?or equals? will not be accepted. Offeror must provide cage code and ensure that they are registered in the Central Contractor registration (CCR). Award will be made using simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely received, will be considered b this agency. Offerors are due at 12 Contracting Squadron no later then 4:30PM, Central Time, 24 Apr 2003 and should reference the solicitation listed above. Youth Programs 2003 Summer Camp Lunch Program Statement of Work The contracted provider will provide lunches to the Randolph AFB School-Age summer camp program from 09 Jun 03 ? 22 Aug 03 (excluding July 4th) for 260 children and adults. Two-hundred sixty (260) lunches are to be prepared on a daily basis, Monday thru Friday, at a cost not to exceed $38,610 for a total of 54 days. The contracted provider will purchase all ingredients and provide all needed equipment for delivery. Randolph AFB Youth Programs will provide no storage of equipment. A set of four menus is to be rotated through the summer (menus are attached). The amount and type of food served each age group must meet the U.S. Department of Agriculture?s Child/Adult Care Food Program (CACFP). Restrictions are specific in regard to limiting the amount of sugar, salt, and fat in children?s food. All meats served will be lean. Fat is to be drained from all cooked lean meat (beef, pork, lamb, veal). Tuna must be packed in water. All food and drinks served must be low in sugar, fat, and salt (e.g., 1% lowfat milk). Foods rich in Vitamins A and C must be served throughout the week. All canned fruits must be packed in their own juice or in low-sugar syrup. Fresh fruits must be used when in season. A combination of frozen and canned fruits will be used when fresh is not available. Fruit juices served must be 100% juice. The CACFP lunch meal pattern is attached for children 6 through 12 years of age. In addition to the unique nutritional requirements mandated by these AFIs, the contractor is required to provide all hot food items at a temperature of 140 degrees Fahrenheit or hotter. Transportation of hot items must be in insulated containers, which will maintain temperature during the time of the transportation and provide chaffing dishes and canned heat to maintain food at 140 degrees Fahrenheit or hotter during serving. All cold food items must be maintained at a temperature ranging between 34 and 40 degrees Fahrenheit. Cold items must be maintained in these temperature ranges from time of preparation to delivery and service. Contractors shall provide transportation of all required food items, serviceable holding equipment, chaffing dishes, canned heat, serving utensils, and removal of all dirtied items within 20 minutes of the end of the meal period.Contractor must deliver food items to the youth center ready to serve by 1045 daily, set up buffet style no later than 1100 and, must make all necessary arrangements to process through gates allowing for prompt and timely delivery. Contractor must wait for children to finish lunch or come back, removing all equipment and used dishes no later than 1230. Contractor must be on the Army?s approved source list, which requires an initial inspection and approval (allow 6 weeks for this to be accomplished) and agree to monthly and spot inspections for the duration of the contract.
