Description
The U.S. Fish and Wildlife Service seeks proposals to procure identification tags to attach to furbearing wildlife pelts and alligator skins of selected species authorized for exportation. A two-step proposal evaluation process is contemplated. During Step 1, bidders are required to submit for evaluation a technical proposal and a minimum of 15 tag proposal samples. The Service will evaluate proposal samples for compliance with the specifications. No pricing is necessary with Step 1. Step 2 of the solicitation will be the request for prices by those bidders who submitted an acceptable technical proposal and tag samples in Step 1. Tags must be one piece, tamper resistant, easy to attach, lock and should not require special or separate tools for attachment. Attempts to remove the tags should result in either destruction of or damage to the tag. Tags must be resistant to the heat, cold, chemical, and mechanical processing. Suitable material must be resistant and non-reactive to compounds used in tanning (i.e. acids, alkalis (bases), oils, and grease. They must be capable of withstanding temperatures ranging from minus 70 degrees Fahrenheit to +150 degrees Fahrenheit. Alphanumeric information will be permanently applied to the tag surface. Bar coding is not required. However, tags with bar coding or other electronically readable information that meet all mandatory specifications may be submitted in addition to tags without bar coding. Tags will be ordered by the Service based upon requests from federal, state and local agencies. Based upon the agencies needs, there can be a wide variation in quantities ordered in each delivery order. Previous individual order quantities ranged from as low as 150 tags to 25,000 tags. Multiple contracts may be awarded. This is a one year contract with four (4) one year options. Detailed specifications are provided in solicitation 982103R042. Fifteen (15) sample tags are required with submission of proposals which are due 5/16/03. This is a commercial item solicitation and has not been set aside for small businesses. Written or verbal requests for solicitation will not be honored as it is available electronically at the DOI website at http://ideasec.nbc.gov on or about April 30, 2003.
