- The USDA Forest Service is seeking to contract cadastral survey services, on an indefinite-delivery basis, to determine boundaries of the Ashley, Dixie, Fishlake, Manti-LaSal, Wasatch-Cache, and Unita National Forests in Utah. The required professional services include retracements, corner search and determination, monumentation of recovered and established/re-established corner positions, measurement by ground traverse and GPS, measurement and marking of property lines, furnish working drawings, and notes, preparation of final plats and field notes of completed surveys for recordation, preparation of tract description, maintenance of previously posted boundaries, and other miscellaneous work incidental to the survey profession. The Forest Service is soliciting the submission of a Standard Form 254 (SF-254, Architect/Engineer Related Services Questionnaire) and a Standard Form 255 (SF-255, Architect/Engineer Related Service of Specific project). Information form the SF-254 & 255's will be evaluted according to Selection Criteria that emphasize ability and experience in conducting dependent resurveys, section subdivision, and property boundard surveys in rural areas according to the proper laws, regulations and standards. To be considered for this work, a firm must have in its employ a Utah Registered Land Surveyor and said surveyor is to be the person responsible all work awarded to said firm. The Selection Criteria for the cadastral survery services are: (A) Professional qualifications necessary for the satisfactory performance of the required service, (B) Specialized experience and technical competence in dependent resurvey in rural areas, (C) Location in the general geographic area of the project and knowledge of the locality of the project, (D) Capacity to accompolish work within the required itme, (E) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules and customer satisfaction. The six national forests have been divided geogrpahically into three contract areas located in cenral (Area 1, Ashley and Manti-LaSal Naitonal Forests), northern (Areas 2, Unita and Wasatch-Cache National Forests), and southern Utah (Area 3, Dixie and Fishlake National Forests). Based upon the established criteria an evalution panel will select a qualified firm for each of the three Areas. Individual site specific contract will then be negotiated with the firm selected for that area. Prospective offerors should indicate by trnasmittal letter and on the SF-255 form the areas for which they want to be considered. Firms are encouraged to apply for all area. NOTE CHANGES; THIS IS A 100 PERCENT SMALL BUSINESS SET-ASIDE. THE SCOPE OF PROJECTS WILL BE LESS THAN $50,000. THE MINIMUM GUARANTEE UNDER THE CONTRACTS WILL BE $2,500 FOR EACH CONTRACT.
