Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number R6-8-03-26 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This acquisition is a 100% set aside for Small Business. NAICS Code: 332313. Size Standard: 500 employees. Contract Line Item No. 0001, supply 1 each galvanized steel, low profile, structural plate, open bottom box culvert, with HS-25 loading (AASHTO Standard Specifications for Highway Bridges, Division 1, Section 12), and having the following dimensions of not less than: Span 19 ft. 6 in. x Rise 8 ft. 8 in. x Length 65 ft. The culvert will be installed in an area with minimal fills. The culvert must have the strength to pass the HS-25 requirements and have a low rise to keep with the shallow fills and flat grades. The culvert must be easy to assemble using conventional construction equipment. The culvert must be durable and low maintenance. The culvert will be installed in a keyway on poured in place reinforced concrete footings. The culvert must comply with the Forest Service Specifications for Construction of Roads and Bridges August 1996 included in this acquisition by reference. Contract Line Item No. 0002, provide an experienced manufacturing representative for on-site consultation for 2 days during assembly and for 2 days during backfill when the culvert is installed. Delivery is FOB Destination to Road 4420, Eagle Creek, Twisp, Washington. Legal: T 33N, R19E, Sec. 18, SE ?. The culvert will be provided as Government Furnished Property for the Eagle Creek Culvert Replacement Contract. The culvert shall be delivered between July 1 and August 31, 2003, as coordinated with the Government Contractor. FAR provision 52.212-1, Instructions to Offerors?Commercial Items, applies to this solicitation. Addendum to provision 52-212-1: The offeror shall furnish descriptive literature that includes design drawings and calculations for HS-25 load rating in addition of 1.5 ft. minimum fill to 2.5 ft. maximum fill cover with a unit weight of 135/cf above rise. Certification of HS-25 loading will appear on drawings. The offeror shall provide installation instructions with their offer. Offers shall include a description of the product offered (with pictures, drawings, or engineering data) and the price for each contract line item and the total price. FAR provision 52.212-2, Evaluation?Commercial Items is not applicable to this acquisition. Offers will be evaluated using the Simplified Acquisition Procedures in FAR Part 13, Subpart 13.106. A best value determination will be the basis on which an award will be made. The following evaluation criteria will be considered: capability of the item offered to meet the agency need, capability to meet delivery time requirement, price and past performance. Offerors shall include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications?Commercial Items with their offer.
