- Correction. A pre-solicitation notice was published April 16, 2003 for this solicitation. It was incorrectly posted as solicitation no. NRCS-12-ID-03. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil conservation technical services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine that most efficient and cost effective method of providing soil conservation technical services for Eastern Idaho (SCT 3). In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. These services include but are not limited to: (1) assisting agricultural producers and others by collecting natural resource data; (2) assessing natural resource problems, (3) providing and reviewing alternatives; (4) writing conservation plans that include agronomic and engineering practices such as terraces, waterways, grass seedings, fences, pipelines, dams and windbreaks; (5) modifying or preparing conservation practice designs; (6) applying accepted conservation practices; (7) preparing documentation and reports; (8) conducting training and informational presentations; and, (9) coordinating/communicating with conservationists, engineers, customers and other NRCS personnel and partners. The contract would require the placement of contractor personnel at NRCS offices to service the following counties: Custer, Lemhi, Teton, Butte, Clark, Madison, Bonneville, Jefferson, Bingham, Bannock, Fremont and Fort Hall Indian Reservation. Any contract resulting from the solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being a negotiated firm-fixed price service contract. Technical and cost proposals will be required. This solicitation contains no set-asides. NAICS Code: 541990. Size Standard: $6.0 million. The solicitation will be available on or about May 5, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
