Description
Correction. A pre-solicitation notice was published April 16, 2003 for this solicitation incorrectly using solicitation no. NRCS-13-ID-03. The correct solicitation no. is NRCS-ID-03-13. The area to be serviced is also herein corrected. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil mapping services in Idaho. Government furnished facilities and equipment will be provided to service to Benewah and Kootenai County Soil Survey areas, the Latah Soil Survey area, Lower Boise River Valley Soil Survey area, the eastern Snake River Plain Soil Survey area and the Caribou County Soil Survey area. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The final products of these services are field soil surveys done to NRCS standards for the geographical area to be shown in the solicitation. Major components of this work include: researching existing information pertaining to the survey area (i.e., existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, collecting and analyzing field data, and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; preparing descriptions of the soil profile; classifying samples by Soil Taxonomy and assigning a series name; developing map unit descriptions and maintaining official map unit legend; compiling official field notes, soil profile descriptions, field transect sheets, and mapping field sheets by map unit; and entering all documentation into the National Soils Information Systems (NASIS). Finished soil map products will need to meet Soil Survey Geographic Database (SSURGO) standards for a digital product. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being a negotiated firm-fixed price service contract. Technical and cost proposals will be required. This solicitation contains no set asides. The NAICS Code is: 541370. Size Standard: $4.0 million. The solicitation will be available on or about May 5, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
