Description
The Federal Railroad Administration (FRA) intends to negotiate on a sole-source basis with the University of Denver?s National Center for Intermodal Transportation, for follow-on work to be conducted under Phase II. The University of Denver conducted Phase I work for fatigue management studies through the use of actigraphs used for feed-back for working-level railroad employees. Phase II builds upon Phase I through further use of actigraphs to be used for feedback for managerial and supervisory level railroad employees. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? This task is not a competitive Request for Quotation (RFQ) and a competitive RFQ is not available.
