Description
NA The Government intends to solicit from ProServices Corporation, Trenton, NJ on or about 9 May 2003, on a Sole Source basis for the Quality Assessment/Audit Factory Services to validate Software Developed on the Guardrail CSCIs: the Intercept Management Pro cessor (IMP) and the Workstation Interactive Graphical Interface (WIGI), Joint Tactical Terminal/Common Integrated Broadcast Services - Modules (JTT/CIBS-M) and the JTT Control Client (JCC) and Common Ground Station (CGS). The assessment will include the Quality Assessment & Audit Service that identifies failures and additional problems that have escaped detection in code inspection or testing, and additional services as detailed below: a. Perform Quality Assessment & Audit process utilizing (without damaging) the customers? source code. b. Perform a complete Analysis of the results of the Quality Assessment & Audit process. c. Generate a report, which includes the Quality Assessment & Audit Report, which interprets and provides in detail the results of the analysis for customer. c1. Summary and Recommendations by Timeframe ? includes an executive summary and reviews recommendations to the customer in the Immediate/Near, Mid and Long-term timeframes. c2. Analysis Conclusion ? provides a complete summation of the report and its findings and recommendations in total. c3. Source Code Analysis Review - covers defect analysis of individual instances from tooling categories identified in underlying tools and searches for defects and qualitative indicators in the source code. This includes the Defect Classification descriptions and identifications for the following: Critical Defect, Major Defect, Minor Defect, Suspect Defect, Badstyle Defect and No Defect. Defects are broken out by category and reported in the following detailed manner: Category name, Category Description, Graphical Representation (high yield items or items of interest), Defect Classification, Filepath, Line of Code and Optional Explanation. c4. Architecture Review ? includes providing the following: Executable Structure Organization, Library/Class Interface Organization, File Organization, Code Model and % Unused. c5. Infrastructure Management ? includes providing the following: Memory Handling, Error Handling and Communications/IPC Model c6. Globalization - Analysis of the implementation of internationalization characteristics. c7. Metrics Review ? Analysis of common File and Function metrics. c8. Configuration Management Review ? Analysis of Configuration Management maturity and software asset inventory control. c9. Build Environment Structure ? Review of the build environment. d. Provides consultation and detailed review of the report for customer. This will be a HUB ZONE - 100% SMALL BUSINESS SET ASIDE. Award will be made with a Firm Fixed Price contract. This action is processed on the sole source basis IAW FAR 6.302-1 (a)(1) and 10 USC 2304(c) (1), however, all responsible sources may submit a proposal which shall be considered by the agency. See numbered note 22. Solicitation is expected to be issued on or about 9 May 2003 and will be posted to the Army Business Opportunities Page.
