Description
NA The US Army Communications Electronics Command (CECOM) Acquisition Center - Washington, proposes to issue a Request for Proposal on behalf of the CECOM NVESD Humanitarian Demining Team for development of a Mine Neutralization Projectile for neutralization by deflagration. This projectile will be required to neutralize surface Anti-personnel and Anti-tank landmines and small UXO within a five-minute time frame. The contractor shall develop a Mine Neutralization Projectile that will easily neutralize landmi nes by deflagration using a device that is simple, reliable, safe, non-toxic and inexpensive. The Mine Neutralization Projectile shall be a low cost, man-portable, tripod-type disposable (gun) delivery system consisting of a reactive projectile capable of penetrating various casing materials and explosive types. The system will be subjected to extensive contractor testing at both the contractor's facility and at Fort AP Hill, VA. The contractor will be required to ensure that the Mine Neutralization Pr ojectile system is classified as a tool for shipping purposes. The contractor will prepare and deliver, as part of the final Scientific and Technical report, estimated manufacturing costs for large quantities of this system, including costs of shipment to various foreign destinations. In addition, the contractor will be required to address feasibility of the system in overburden situations and thick-walled stake mines. Two systems, consisting of the Reactive Projectile, disposable one-shot gun and tripod system will be delivered under the proposed effort. In addition, the contractor will be required to deliver technical data and a video demonstrating system setup and operation. The performance of all tasks will be completed within 12 months after contra ct award. The RFP will be issued on the Interactive Business Opportunity Page (IBOP), https://abop.monmouth.army.mil. No hard copies or copies via email will be available. It is anticipated that the RFP will be issued on or about 31 May 2003. The RFP will close 45 days after release. Proposals in response to this RFP must be submitted electronically to the Contracting Officer through the IBOP website within 45 days of the release of the RFP. Selection of the awardee will be made on a best-value basis . In order to use the IBOP a vendor must register by completing the following steps: 1) At the IBOP homepage select 'New User Registration' under the User Services; 2) click on the Industry Button; 3) Select either the Browse button or the Browse & Post button. (If you plan on responding to the solicitation it is best to select Browse & Post Button, otherwise you will have to register again. A CAGE Code and Duns Number are required); 4) Complete all the required information and then click on the 'Submit Request' button. Once Registered: 1) At the IBOP homepage select 'CECOM Comm.-Elec. Comm.-Active' from the Army Solicitations, View By Army Contracting Activity drop down menu and click 'go'; 2) Enter your User Name and Password and click 'OK'; 3) Click o n 'All Business Opportunities by Contracting Officer' and then click on the folder ICON to the left of 'Davis, Patricia'; 4) Click on the folder ICON to the left of DAAB15-03-R-0022; 5) Once the RFP is posted it will be at the line entitled 'Messages & Doc uments; Mine Neutralization Projectile RFP'. Click on that title and proceed to the bottom of the page. The RFP will be posted as an attachment. It is also recommended that each offeror join the solicitation specific mailing list under the RFP number DA AB15-03-R-0022. Once registered on the solicitation specific mailing list a vendor will receive email notification of any updates relating to the RFP.
