Description
The purpose of this notice is to provide an update on the DHS SPIRIT (formerly CGITSS) project and to post answers to questions received as a result of Industry Days held in December 2002. We anticipate the following revised procurement leadtime: RFP release end of Third Qtr FY03; proposals due end of Fourth Qtr FY03; contracts awarded in First Qtr FY04. No draft RFP or pre-proposal conference is planned. Since the last notice regarding this project was posted, there have been three major changes to the project information previously presented. These changes are as follows: (1) SPIRIT contracts will now be 10 years in length; (2) the estimated overall project is valued at $10 Billion over the 10 year period; and (3) the labor category scenario presented in our original draft requirements document has been modified as a result of recommendations received during Industry Day sessions. Rather than requiring contractors to propose on a long list of labor categories for each functional area as was originally anticipated, contractors will be required to propose on government identified core labor categories for each functional area in which they are competing. Contractors may also propose the additional labor categories they deem necessary to provide the full gamut of service support in the functional area(s) in which they are competing. A list or the core labor categories for each functional area will be posted on this website by the end of May 2003. We would also like to point out that the Department of Homeland Security follows the Federal Acquisition Regulation (FAR). As such, the SPIRIT contracts will be awarded in accordance with FAR. CONTRACTORS NOTE: DUE TO THE OVERWHELMING INTEREST IN THIS REQUIREMENT, NO QUESTIONS OR ONE-ON-ONE MEETINGS REGARDING THE DHS SPIRIT PROJECT ARE BEING ACCEPTED. E-MAILS OR TELEPHONIC INQUIRIES RECEIVED WILL NOT BE ADDESSED. All further DHS SPIRIT project information, including the RFP, will be posted on this site as it becomes available.
