- QUICK ACTING WATERTIGHT DOOR (QAWTD), AND AIRTIGHT DOOR (ATD) MAINTENANCE AND REPAIR JTR 1 SCOPE The intent of this item is to perform maintenance and repair to 12 Quick Acting Watertight Doors and 2 Airtight Doors onboard USCGC HEALY Government Furnished Property: NONE 2 REFERENCES U. S. COAST GUARD TECH PUB 2006B, MAINT ITEM R-Q-1620 U.S. COAST GUARD COMDTINST M10360.3B, COATINGS AND COLOR MANUAL 3 REQUIREMENTS Period of performance: Job shall be completed before 6 June 2003. Anticipated award date shall be approximately on or about 12 May 2003. The Contractor shall provide all labor and material to accomplish the following in accordance with the General Requirements. The contractor shall submit Condition Found Reports (CFR) on all inspections, tests, and when directed by the Coast Guard Inspector. 3.1 GENERAL - The concerned work areas are listed in Table 1. TABLE 1 QUICK ACTING WATERIGHT DOORS AIRTIGHT DOORS 01-21-1 01-106-1 01-21-2 01-106-2 02-33-1 02-33-2 01-63-1 01-63-2 01-106-3 01-106-4 02-63-5 02-63-2 02-66-1 03-63-2 3.3 The Contractor shall renew all wear parts, build up or replace worn wedges and striker plates, welding repairs to gasket channel, renewal of gasket material, removal of rust and scale (including gasket channel), honing of all spindles, priming and painting of all bare metal not to include operating mechanisms. 3.4 Tag-outs ? secure, isolate, and tag out all affected mechanical, piping, and electrical systems in accordance with the general requirements. 3.5 ATD 01-106-2 will include the renewal of the door skin as part of the overhaul. 3.6 All doors shall have hinges replaced with Navy MachAlt # 167-31011, hinge upgrade, available from Juniper Industries Inc. Tech Pub 2006B, maintenance item R-Q-1620. 3.8 Painting shall be accomplished IAW U.S.C.G. COMDTINST M10360.3B 3.9 New gasket shall be of the same material and design as existing gasket. 3.10 New wedges shall be of aluminum bronze vice silicon bronze. 3.11 Contractor shall restore any insulation disturbed during the completion of this work. 3.12 Contractor shall provide a temporary cover for any QAWTD door skin removed for a period greater than a normal work shift. Cover shall be constructed of plywood with self-closing hinges and grab handles to allow the cover to be opened for persons passing through. The cover shall meet against the entire knife-edge so as to minimize entry of wind and rain. 4 GAS FREE CERTIFICATION 4.1 Prior to any hot work, a Gas-Free ?SAFE FOR HOT WORK, SAFE FOR PERSONNEL? Certificate must be obtained from a Contractor furnished NFPA Certified Marine Chemist for the affected space in accordance with reference 2.f. The designated area must maintain this certification for the duration of work on this item. Contractor?s Competent Person shall verify maintenance of certificate on a daily basis. 4.2 Gas Free Certificates shall be posted on the Quarterdeck and at each compartment access where hot work is being performed. The Contractor shall provide and assign fire watch personnel for each hot work operation. Fire watch requirements shall be in accordance with reference 2.c. and the following: 4.3 Fire watch personnel shall be trained to combat various class and type fires, and shall know the regulations, procedures and facilities for sounding an alarm, and shall carry them out in the event of a fire. Fire watch personnel shall be on location prior to the start of hot work operation. Roving fire watches shall not be permitted. Fire watch personnel shall remain on station during the entire hot work operation. If it becomes necessary for the fire watch to leave the scene, hot work shall be halted and the person who was performing the hot work shall become the fire watch until relieved by a qualified fire watch. Fire watch personnel shall remain at the scene following completion of hot work for a minimum of 30 minutes and until the hot work area is cool to the touch and no smoldering embers remain. The fire watch personnel shall be equipped with suitable fire extinguishing equipment to combat and extinguish Class ?A?, ?B?, and ?C? fires. Any discharged fire extinguishers shall be refilled/re-charged by the start of the next workday. Selection of fire extinguishing equipment shall be based on the nature and extent of the flammables or combustibles present during the hot work operations and fires that may occur. Fire watch personnel shall first attempt to extinguish fires only when obviously within the capability of the equipment available. In all other cases the alarm shall be sounded. 4.3 Contractor shall restore all affected systems and clear tags in accordance with the General Requirements. 4.4 Restore the work area(s) to a clean condition. 4.5 Coordinate all inspections with the designated Coast Guard Inspector to minimize production delays. 5 NOTES 5.1 Contractor shall have access to USCG NESU DC shop as a staging area for welding repairs and other overhaul work. Access to workshops onboard USCGC HEALY shall be at the sole discretion of ship?s personnel. 5.2 USCGC NESU DC shop scrap metal bin will be available for the disposal of all scrap metal parts. All other debris will be removed and disposed of by the contractor off of USCG property. 6 COAST GUARD INSPECTOR NOTES During the progress of this item the Coast Guard Inspector shall perform the following: 6.1 Receive and verify all Condition Found Reports. 6.2 Verify that tag-outs are strictly performed in accordance with the ?Tag-Out? and ?Tag Clearance? sections of the General Requirements. 6.3 Verify the proper issuance of gas free certificates in accordance with the General Requirements. 6.4 Witness that coatings are restored in accordance with COMDTINST M10360.3B. 6.5 Verify that the Contractor has restored the work area to a clean condition.
