Description
This is a combined synopsis/solicitation for commercial items prepared IAW Subpart 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. RFQ USSS030026 is hereby issued for this requirement through FAC 01-12. This action is a 100% small business set-aside. The NAICS code is 238210, SIC 1731, ?Electrical Service (electrical work except burglar and fire alarm installation)? and the small business size standard is 12M. This is a short suspense requirement. The U.S. Secret Service has a requirement for Uninterruptible Power Supply (UPS) Replacement at the U.S. Secret Service James J. Rowley Training Center (JJRTC), 9200 Powder Mill Rd., Laurel, Maryland 20708. DESCRIPTION: Contractor shall provide all labor, equipment, materials to de-install and replace the existing uninterruptible power supply (UPS) and battery cabinets install new. The price of Item 0001, ?UPS Replacement? shall include the following: A) Provide and install (1) one Liebert brand series 600T 225KVA / 180 KW three-phase UPS Model number #UDA63227A36A, Dimensions: fifty-six inches width by thirty-three inches depth by seventy-eight inches height (56Wx33Dx78H), (PREFERRED BRAND) or equivalent; B) Provide and install (1) one corresponding Liebert surface mount remote status panel for remote audible and visual signaling of status and alarm conditions (PREFERRED BRAND) or equivalent; C) Provide and install (1) one Liebert battery power pack rated for not-less-than thirty-six (36) minutes with a 180KW load, Model Number: U36BP225WJBNUUU (PREFERRED BRAND) or equivalent; D) Provide and install (1) one Liebert maintenance bypass cabinet, Model number U36MB22730AA350 (PREFERRED BRAND) or equivalent; E) Start up and demonstrate to USSS customer by factory brand certified technician; F) Include all necessary wiring for new UPS installation; G) Include removal of all wiring from existing UPS once changeover has taken place; H) All necessary rigging for installation of new equipment and removal and disposal of old equipment; I) All overtime necessary for changeover from old to new UPS during any weekend acceptable to all parties involved; J) Include standard (1) one-year warranty that guarantees all equipment, materials and workmanship associated with the installation of this UPS or better; and K) Include submission of final test results, as-built drawings, and documentation not later than thirty (30) days after contract award. The contractor shall complete the physical installation and testing not later than fourteen (14) days after contract award. Offeror must complete price for the following Line Item. Unit of measure is ?Lot?. Quantity is ?1?. Item 0001 UPS Replacement $__________________. AWARD FACTOR: The following FAR provisions and clauses are applicable to this procurement unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-2, Paragraph (a) insert the following: ?The government intends to award a firm fixed price contract to the responsible offeror with acceptable past performance whose technically acceptable quotation conforms to the Request for Quotation as provided herein, and is lowest in price. Technical acceptability is defined as meeting the brand-name or equal salient characteristics listed in the description above. PAST PERFORMANCE: Regarding Past Performance Evaluation, your company?s past performance will be evaluated under existing and prior contracts for similar products and services. The Government will focus on information that demonstrates quality of performance relative to the complexity of the procurement under consideration. Sources other than those identified by your company in your quote may also be contacted or accessed by the Government, with the information received/retrieved by the Government used in the Government?s evaluation of your company?s past performance. Provide not more than three (3) Past Performance references for similar efforts for in-progress or completed work within the past 3 years.? TECHNICAL NOTES: The contractor shall be required to limit knowledge of and participation in this purchase order tasking and its work product, to those personnel directly involved in its performance, and only then subject to the approval of the COTR. As a precondition for employment related to this contract, each contractor and subcontractor employee will be required to meet certain minimum security requirements. Evidence of citizenship required. Prior to commencement of work, proposed employees shall submit a completed Secret Service Contractor Access Application (SS Form 3237). Copies of the form will be provided upon award. Contractor agrees that, for due cause, any employee will be forthwith removed from the facility upon the Service?s request. SITE-SURVEY: Prospective contractors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. To participate in the Site-Survey at JJRTC, prospective contractors shall register in advance with Facility Manager, Mr. Charles Homfeld, at (240) 624-3019, to provide full name/SSN/DOB of all visiting personnel. The site-survey will be held at JJRTC on 10:00 A.M. (EDST), Wednesday May 7, 2003. QUOTE REQUIREMENTS: Quotations must contain the following: 1) Pricing for CLIN 0001 cited above; 2) delivery schedule; 3) completed and signed copy of FAR 52.212-3, Offeror Representations and Certifications, and 4) Corporate experience and Past Performance information.
