Description
This commercial acquisition is being solicited on a full and open competitive basis. All large and small business concerns regardless of size, may submit an offer. The Defense Energy Support Center (DESC) contemplates the award of a five-year fixed price with Economic Price Adjustment (EPA) requirements type contract, using Federal Acquisition Regulation (FAR) Part 12 Commercial Acquisition procedures. The request if for rocket propellant RP-1, NSN 9130-00-543-7429 for bulk and NSN 9130-00-559-2475 for drums. Delivery will be FOB origin. The period of performance/delivery is 01 August 2003 through 31 July 2008. Price evaluation preference for HUBZone Small Business Concerns will apply to this procurement. Propellant RP-1 shall be produced in accordance with DESC Purchase Description, Propellant, RP-1, dated 17 Mar 2003. Estimated yearly quantities, for RP-1 Standard grade (bulk), are 240,000 GLs for both year one and year three and 300,000GLs per year for year two, year four, and year five of the contract. For Standard grade (drum), the yearly estimated quantity is 106 GLs for year one through year four; for TS-30 grade (bulk), 5,000 GLs for year three, 10,000 GLs for year four, 20,000 GLs for year five; for TS-30 grade (drum) 795 GLs for year one and two (the quantities listed for TS-30 might be ordered as TS-5 and/or Ultra-Low grades as determined by the program requirements); TS-5 grade (drum) the yearly estimated requirement is 159 GLs for year one through year four and 106 GLs for year five; Ultra-Low Grade (drum) 106 GLs for year one through year four. Contractor shall provide storage, maintain on specification, and distribute from stored inventory RP-1 into Government provided transportation conveyances. There is a mandatory requirement for contractor provided multiple storage tanks, comparable in size, with useable capacity range from a total of 100,000 ? 140,000 gallons. Drum production orders shall be issued for immediate shipment. Only written, emailed, or faxed requests for solicitation received directly from the requestor are acceptable.
