Fluor Fernald, Inc., Prime Contractor for the U.S. Department of Energy?s (DOE?s) Fernald Cleanup Project (FCP), FernFluor Fernald, Inc., Prime Contractor for the U.S. Department of Energy?s (DOE?s) Fernald Cleanup Project (FCP), Fernald, Hamilton County, Ohio, seeks QUALIFIED SOURCE(s) to provide a conceptual design for a transport configuration for the shipment of radioactive material in accordance with the requirements established by the U.S. Department of Transportation (DOT). The transport configuration must consist of the freight container or similar tie-down/securing system that is amenable to either truck or rail shipment and the proposed truck-trailer and the proposed railcar that would be used to ship the Silos 1 and 2 containers. This notice is not a Request for Proposal (RFP) or solicitation. This notice is an advance notification to determine interest in the proposed RFP. The RFP will reflect a final performance specification for a transport configuration that will allow shipment, by either truck or rail, of containers of treated Silo 1 and 2 material. The specialized container is a cylindrical container approximately 78-7/8 inches in height and 75-3/4 inches in diameter. The weight of a filled container will be approximately 20,000 pounds and will not exceed 21,000 pounds. The contact dose on the container, assuming a waste loading of 18% is approximately 85 mrem/hr. The freight container must meet applicable DOT and Nevada Test Site Waste Acceptance Criteria (NTS WAC) design and performance requirements. The design of the freight container must accommodate the loading of Silos 1 and 2 containers using an overhead bridge crane. The lid for the freight container must accommodate easy removal and placing and securing to minimize exposure to workers. The design of the freight container must provide the necessary shielding to meet the DOT dose limit of 10 mrem/hr at 2 meters from the conveyance. The transport configuration for truck must accommodate two Silos 1 and 2 containers per shipment with the combined weight of the two containers, the freight container, and the tractor and the trailer being less than the legal over the road weight limit of 80,000 pounds. The transport configuration for rail must accommodate a turning radius of 210 feet and meet applicable American Association of Railroad (AAR) design and performance requirements. The freight containers will be provided by the successful offeror and will meet applicable DOT, NTS WAC, and AAR design and performance requirements. Interested Qualified Offerors shall respond to this announcement with the following information: 1) Items 1a and 1b are considered to be minimum requirements an offeror must demonstrate. Potential offerors unable to demonstrate these items will not be considered. a) The offeror must provide evidence that it has an established Quality Assurance/Quality Control program in place; and b) Evidence that the offeror possesses experience in development of radiological waste packaging; 2) Disclosure of at least three recent projects considered by the potential offeror to be most analogous to what will be required to execute the project described above. Responses are limited to 40 pages of text or less and should include description of experience relative to the development of packaging for radioactive material similar to Silos 1 and 2 material. For each of the project summary experiences the offeror should: a) Describe product packaging requirements, packaging concept and transportation mode used; b) Discuss project baseline schedule, actual schedule and explain any schedule variance; c) Discuss project baseline cost (capital and operating expenses), actual costs and explain any cost variances; d) Identify the percentage and describe the scope of the project for which the offeror was responsible; 3) Provide a conceptual design for a freight container or similar tie-down/securing system that meets the requirements described above. The Offeror shall describe a) How the conceptual design combined with the Silos 1 and 2 container meets the DOT dose limit of 10 mrem/hr at 2 meters from the conveyance and the dose limit of 2 mrem/hr in the cab of the vehicle; b) How the conceptual design of the freight container or similar tie-down/securing system combined with the weight of the two Silos 1 and 2 containers, the trailer, and the truck cab meet the legal over the road weight limit of 80,000 pounds; c) How the conceptual design of the freight container or similar tie-down/securing system meets DOT, NTS WAC, and AAR design and performance requirements; and d) How the conceptual design of the freight container or similar tie-down/securing system allows for top loading of the Silos 1 and 2 containers and allows for ease of lid removal, placing, and securing. The description shall be limited to 10 pages. Based upon expressions of interest indicated and capabilities presented Fluor Fernald, Inc. intends to issue a RFP to qualified offerors. A qualified offeror is one whose response to this request for an expression of interest demonstrates that the offeror possesses the requisite knowledge and experience, for the development of a freight container for the shipment of Silos 1 and 2 containers, and demonstrate that the transport of the combined packaging system will be in accordance with DOT and AAR requirements. The Offeror will finance all necessary facilities, equipment, material, supplies and services to develop, fabricate, store, and deliver the freight containers in accordance with the terms of a Firm Fixed Price/Firm Fixed Unit Price Contract. The Offeror will be reimbursed in accordance with a pay item schedule based on the number of freight containers manufactured, delivered, and accepted for use for the shipment of the Silos 1 and 2 containers. The estimated magnitude of this project is $20,000,000 (U.S. dollars). Multiple awards may be considered.
