Description
The Clinical Center at the National Institutes of Health in Bethesda, Maryland is a world-renowned biomedical research institution and hospital with approximately 250 patient beds, testing, imaging and diagnostic labs as well as a large number of administrative offices and laboratories used by NIH and visiting scientists and researchers. A new Clinical Research Center is planned for opening in approximately the spring of 2004. The Clinical Center is seeking a minimum of 1 or possibly 2 contractors to furnish for the hospital on a cost effective and efficient basis, toner cartridges (either new cartridges made from recycled materials or remanufactured) on an as-needed basis to be utilized in fax machines (Cannon, Jet Fax, Xerox, Panasonic and Panafax), printers (HPs, Epsons, Xerox, Apple, Brother, Lexmark, Cannon and Okidata) and copiers,(Xerox, Savin and Canon) located in the Clinical Center on the NIH campus The cartridge/model numbers and estimated yearly usages are as follows: PRINTERS:HP-Cartridge No.92998A-1210, C3909A-49, C4096A-85, HPC4841A-16; C4127A-35 and a range of other toner cartridges used for HP Laserjet and Deskjet printers with quantities ranging from 2 to approximately 50; Epson-Cartridge T028201-20, TO19201-4, TO29201-20 and other cartridges for Epson printers with est. quantities from 1-4; Xerox-Cartridges for Tektronix phaser, Tektronic phaser 740 and Textronix Phaser 560- est. yrly usage from 1 to 8; Apple- Cartridges for Laserjet, Laserwriter Pro and Laserwriter 16/600PC with est. yrly usage from 1-6 respectively, Brother-Model HL-1670-Cartridge No. BRT-TN-560-Est. Yrly usage-2; Lexmark-Model Z23 (Cartridge Nos. 10N0016; 10N0026-Est. Yrly Usage 18, Optra SC1275 (Est. Yrly Usage for black, cyan, yellow and magenta ranging from 12-24)and Lexmark Optra S1855-Est. Yrly Usage -2; Cannon-Est. Yrly Usage for black, Cyan Yellow , Magenta and GPR-4 range from 12-20; Okidata-Microline 380 Model-Est. Yrly Usage-4; FAXES:-Cannon-FX-1,2,3 and 6 Cartridges-Est. Yrly Usage from 1-26; JetFax-Model M930-Est. Yrly Use-5; Xerox ?Model 665-Cartridge No. 106R404-Est. Yrly Usage 15; Panafax-Model UF-788, Cartridge No. UG-3309-Est. Yrly Usage-5; COPIERS:-Xerox-Cartridge No. 6R1007 for Model 480-Est. Yrly Usage-40; cartridges for DOC. Centre460ST, 440,432, 332 and 220/230St-Est. Yrly Usage ranging from 2-10; Savin-Cartridge No. 9965DP for Model 9955DP-Est. Yrly usage-10; cartridges for Savin models SDC326A-5418-5421-Est. Yrly usage from 4-6; Cannon Model Nos. NP6030 and EP62-Est. Yrly usage from 4-6 and cartridge no. 6647A003(AA)-Est. Yrly usage-36. The anticipated period of performance for the contract(s) is a base twelve month period, plus 1 twelve month option period for a total not to exceed period of twenty four months. Also as the technology upgrades occur, the vendor will be required to ensure that the cartridges provided are compatible and function in the upgraded technology. This is a sources sought announcement and there is no solicitation available. Responses may be sent to Mrs. Ann Argaman at the address noted. Interested vendors may send within 15 days from the date of this announcement a detailed statement of their capabilities to provide the required items in a timely and effective manner (including what product lines they are currently capable of supplying), including detailed specific company experience in providing these kinds of supplies to other large hospitals, Government agencies and facilities as well as to large, private sector customers, describe how delivery problems or any other related problems (such as with product quality or malfunction) are resolved, how requests for expedited delivery times are handled and any other information deemed appropriate. The response must also include 3-5 references with names of the organizations, locations, names and telephone numbers of specific individuals that may be contacted for past performance references on the quality/timeliness of vendor performance. THIS IS NOT A REQUEST FOR QUOTATION AND VENDORS WILL NOT BE ENTITLED TO ANY COSTS FOR THE PREPARATION OF THE STATEMENT OF CAPABILITY OR ANY OTHER INFORMATION GATHERING. NEEDED TO RESPOND TO THIS SYNOPSIS THE GOVERNMENT REQUESTS THIS INFORMATION IN ORDER TO ASSIST IN THE DETERMINATION AS TO WHETHER OR NOT TO PROCEED TO ISSUE A FORMAL PROCUREMENT. THE GOVERNMENT RESERVES THE RIGHT TO DETERMINE WHETHER OR NOT TO ISSUE A FORMAL PROCUREMENT. IF THE GOVERNMENT DECIDES TO PROCEED WITH THIS PROCUREMENT, THIS REQUIREMENT WILL BE PROCURED UNDER REVERSE AUCTION ARRANGEMENTS. The following is a summary of all the information that must be provided by each vendor. THE GOVERNMENT WILL NOT REVIEW ANY PACKAGE THAT DOES NOT CONTAIN ALL OF THE FOLLOWING INFORMATION: 1.Detailed capability statement describing your company?s experience in providing these types of toner cartridges (including a list of product lines carried and supplied) to other large hospitals and institutions. Include in this description an explanation as to how delivery problems are handled-i.e. late deliveries whether or not you can handle requests for expedited deliveries, what is your standard commercial practice for handling product problems such as defective or malfunctioning cartridges, etc. 2. A list of 3-5 references, including names of organizations to whom you have provided toner cartridges in the past, contact names, telephone numbers, approximate dollar value of the purchase orders or contracts and period of performance for the contract/order. 3. A statement as to whether or not your company is a dealer, distributor or manufacturer of the toner cartridges. According to FAR 19.102(f)(1)(2), a manufacturer is defined as ?The manufacturer of the end item being acquired is the concern which with its own forces, transforms inorganic or organic substances including raw materials and/or miscellaneous parts or components into such enc item. ? A concern which purchases items and packages them into a kit is considered to be a nonmanufacturer small business. And can qualify as such for a given acquisition if it meets the size qualification of a small nonmanufacturer for the acquisition and if more than 50 percent of the total value of the kit and its contents is accounted for by items manufactured by small business.? 4. A statement as to whether or not your firm is a large or small business. The applicable North American Industrial Classification Code (NAICS) for this procurement is 325992 and the size standard is 500 employees.
