Description
You are invited to submit a budgetary quotation under Request For Quotation number F41689-03-X-0309 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should arrive at the above address not later than COB, 30 May 03 and have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. Performance Work Statement. Scope. The United States Air Force (USAF) requires Pricing and Availability (P&A) data in support of the Foreign Military Sales program. The Royal Saudi Air Force (RSAF) has requested P&A for Contractor, Type 1 Special Training on the operation and maintenance of the Recon Optical Inc. CA-279, Dual Spectral Band Aerial Reconnaissance Camera. Training will consist of training technicians on the CA-279 digital camera in classroom theory and hands-on training. The camera can produce both infrared and visible spectrum images simultaneously, providing military commanders with near real-time intelligence to analyze battlefields and other key sites. The training is to be procured by the Air Education and Training Command (AETC), managed by Air Force Security Assistance Training (AFSAT), and presented under the auspices of the Security Assistance Training Program. Maintenance technicians will require Intermediate Level Maintenance (IM) training for system installation, system operation, troubleshooting, repair, removal and replacement; performing routine adjustments, periodic inspections, and preventative maintenance as recommended and authorized by the manufacturer and technical data. Training will be unclassified. The contractor shall provide training derived from approved course documents reflecting the training course content and duration. Currently there is no start date for training, and the number of students is yet to be determined. Any Rough Order Magnatude (ROM) information provided will not be valid for preparing a contract and may not be valid for budgetary purposes. It will be planning information for review purposes only, to assist in the governments determination of the feasibility of requesting a contract. Course length instruction hours are based on the actual student interface hours with the instructor in the learning environment. Training will include combinations of formal classroom instruction and necessary ?hands on? practical experience allowing students to complete all training tasks unsupervised and using approved technical data. Student Prerequisites. Technician students will have a minimum ECL of 70, as documented by the USG security assistance officer in Saudi Arabia. The least capable student will be expected to ?understand spoken English and fully comprehend operations and technical manuals.? Student Support. Student Housing: Student?s responsibility; Student Ground Transportation: Student?s responsibility. Other Considerations. All instruction and technical information will be in the English language. The contractor will use USG Joint Travel Regulations (JTR). The contractor will be responsible for obtaining country clearances, a secret security clearance, and personnel passports, if required. The RSAF will, within the framework of the laws of Saudi Arabia, ensure the timely issuance of work, entry, or exit visas; work, vehicle operator, residence, or in-Kingdom travel permits; and any other appropriate licenses or permits required by the personnel, to carry out this effort. Contractor shall provide training at a facility located at Riyadh Air Base, Riyadh, Saudi Arabia. Should the training site be relocated, a modification of the SOW/contract will be required. Official training plans and schedules are developed, approved, and held by the RSAF.
