17. A- INTRODUCTION: 11th Contracting Squadron, (LGCN) solicits proposals for a firm fixed-price type contract on F8001030870100, entitled ? Hotel Seminar Services for Air Force Public Affairs?. This is a combined synopsis solicitation for commercial items prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation for proposals. Offerors are asked to read the full solicitation with the attached Statement Of Work (SOW) in order to understand the complete requirement. This is a full and open competitive effort. The Contractor shall provide sleeping rooms, meeting rooms, audiovisual, banquet and other support services necessary to conduct an Air Force public affairs Professional development seminar for at least 250 people, period of performance 7 Sep 03 through 12 Sep 03. The following clauses are incorporated by reference, and are applicable to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror who?s offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. A site visit by the Air Force Public Affairs may be performed as part of the selection criteria. The Contractor must be registered in the ?Central Contractor Registration (CCR) to be eligible for an award. The website is www.ccr.gov. The proposals due date and time is 15 May 03 at 3:00 PM local time. An original and two copies of the cost proposal shall be provided. The projected period of performance is 7 Sep 2003 through 12 Sep 2003. The NAICS code assigned to this procurement is 721110. Direct questions to the Contracting point of contact identified above. *** STATEMENT OF WORK (SOW) HOTEL SEMINAR SERVICES FOR AIR FORCE PUBLIC AFFAIRS 1. INTRODUCTION. Air Force Public Affairs, 1690 AF Pentagon, Washington, DC, 20330-1690, has a requirement for hotel seminar support. 2. SCOPE. 2.1 DESCRIPTION OF SERVICES. The contractor shall provide sleeping rooms, meeting rooms, audiovisual, banquet and other support services necessary to conduct an Air Force Public Affairs Professional Development Seminar for at least 250 people, 7-12 Sep 03. Sleeping Rooms. Contractor shall provide single-occupancy sleeping rooms for at least 15 people 7 Sep 03, 250 8-11 Sep 03 (checkout 12 Sep 03) and 20 12 Sep 03. Seminar attendees will pay for their own rooms. Room rates shall not exceed the Joint Travel Regulation?s per diem rates for the designated city. Reservations Method. Contractor shall provide a toll-free number for guests to use to make reservations. Sleeping room reservations will be made by individual call in. Board Room. Contractor shall provide a room suitable for 15 people to work board room-style, 8-11 Sep 03, 7 a.m. to 5 p.m. and 12 Sep 03, 7 a.m. to 1 p.m. Equipment requirements are: one IBM-compatible laptop computer with Microsoft Office software and T-1 Internet access available the same hours as the room. In addition, a data projection package, to include a screen, available 7 a.m. to 5 p.m., 8 Sep 03 only. Office. Contractor shall provide an office suitable for six people, 8 a.m. to 5 p.m., 7 Sep 03; and 6:30 a.m. to 5:30 p.m. 8-12 Sep 03. Equipment requirements are: two voice telephone lines 8-12 Sep 03; four two-way radios 8-11 Sep 03; six IBM-compatible personal computers with Microsoft Office software and T-1 Internet access 8-11 Sep 03; two similarly configured computer systems 12 Sep 03; two laser printers 8-11 Sep 03; one laser printer 12 Sep 03; one photocopier 8-11 Sep 03; one fax machine and dedicated fax phone line 8-11 Sep 03; four flip chart packages (easel, paper, markers) 8-11 Sep 03; and one e-mail account 8-12 Sep 03. Large meeting hall. Contractor shall provide a large meeting room capable for seating 300 people -- preferably at round tables -- 7:30 a.m. to 4:30 p.m., 9-11 Sep 03. Equipment requirements are: laptop computer with Microsoft Office software and wireless mouse; T-1 Internet connection; data projection package, to include a large screen; DVD player; VHS player; two hand-held wireless microphones; three lavaliere microphones; podium with stationary microphone; Karaoke capability; and appropriate stage lighting. Breakout classrooms. Contractor shall provide five 50-person classroom-style rooms 9 a.m. to 5 p.m., 9-11 Sep 03, and eight 20-person classroom-style rooms 7 a.m. to 1 p.m., 12 Sep 03. Equipment requirements for each room are: one IBM-compatible laptop computer with Microsoft Office software and a data projection package, to include screen. Two rooms shall be equipped with one DVD player each and one VHS player each, 9-11 Sep 03. One of these two rooms shall have T-1 Internet access, 9-11 Sep 03. Green Room. Contractor shall provide a private room near the large meeting hall, 9-11 Sep 03, which can be used by speakers preparing to address an audience in the large meeting hall. Reception. Contractor shall provide a room to suitable for a reception for 200 people 5:30 to 7 p.m., 8 Sep 03. Contractor shall provide a sufficient number of cash bars, hors d?oeuvres and one podium with microphone. Air Force Public Affairs may provide a small musical group, which will need suitable space, and access to power outlets, but will provide their own equipment and support. Air Force Public Affairs will pay for the food and bartender fees separately than the meeting rooms, business equipment and audiovisual requirements identified in the statement of work. Hotel shall agree to separate billing, with payment by organizational check (local bank). Payment will be made by 12 Sep 03. Banquet. Contractor shall provide a room for a 250-person banquet 5:30 to 10:30 p.m., 11 Sep 03. Food and beverage requirements are: cash bar; dinner salad; choice of beef, chicken or vegetarian entr?e; vegetable; and dessert. Equipment requirements are: one IBM-compatible laptop computer with Microsoft Office software and a data projection package, to include a large screen; one DVD player; one VHS player; one podium and microphone; appropriate stage lighting; and Karaoke capability. Air Force Public Affairs may provide a small musical group prior to the meal and up to two musical groups during and/or following the meal. Musical groups will need suitable space and access to power, but will provide their own equipment and support. Band and Air Force Public Affairs shall have access to the room at least one hour before and one hour following banquet. Air Force Public Affairs will pay for the food and bartender fees separately than the meeting rooms, business equipment and audiovisual requirements identified in the statement of work. Hotel shall agree to separate billing, with payment by organizational check (local bank). Payment will be made by 12 Sep 03. Technical support. Technicians familiar with office and audiovisual equipment provided shall be available to operate/direct operation of equipment and be available at least one hour before to the completion of each day?s activities that involve the contractor?s office and audiovisual equipment. Beverage station. Contractor shall provide beverage station at approximately 10 a.m. and 2:30 p.m., 9-11 Sep 03. Beverage station shall feature an assortment of sodas, juices, water and coffee. Lunch buffets. Contractor shall provide on-site lunch buffets 9-11 Sep 03 beginning at 11 a.m. Air Force Public Affairs will pay for these fees separately than the meeting rooms, business equipment and audiovisual requirements identified in the rest of this statement of work. Hotel shall agree to separate billing, with payment by organizational check (local bank). Payment will be made by 12 Sep 03. Other meals. Contractor shall have on-site, sit-down food and beverage facilities -- or be adjacent to same -- open for breakfast and dinner. Shuttle service. Contractor shall provide complimentary shuttle service to Reagan National or Dulles airports, in addition to complimentary shuttle service to the nearest Metrorail station (shuttle not needed to Metro station if hotel is within reasonable walking distance to the station). Parking. Contractor shall have sufficient on-site or nearby parking to accommodate overnight guests as well as up to 50 seminar guests not staying at the hotel. Seminar attendees will pay for their own parking. Parking rates for overnight guests and day visitors shall be included in the contractor?s proposal. Fitness center. Contractor must provide a free fitness center on premises for seminar?s overnight guests. Billing. Contractor must accept direct billing for seminar services. Bill for audiovisual support services and beverage station must be separate from bills for group reception, banquet and lunch buffets. Individuals will pay for their sleeping rooms. 2.2 SERVICE DELIVERY SUMMARY. 2.2.1 QUALITY CONTROL. The contractor shall ensure services are performed under commonly accepted commercial practices. The contractor shall identify, prevent, and ensure non-recurrence of defective services. The Government evaluator must have a specific quality control inspector at the hotel to notify in case of customer complaints. 2.2.2 QUALITY ASSURANCE. The government shall evaluate the contractor?s performance in accordance with the Quality Assurance Surveillance Plan (QASP). 2.3 GOVERNMENT FURNISHED PROPERTY AND SERVICES. None, with the exception of bands and related equipment during the reception and banquet. 2.4 GENERAL INFORMATION. 2.4.1. DEFINITIONS. 2.4.1.1 Quality Assurance Personnel (QAP). The QAP is responsible for monitoring the contractor?s performance under this contract and is the contractor?s point of contact regarding questions or problems of a technical nature. The QAP is also responsible for reviewing invoices submitted by the contractor and informing the contracting officer of areas in which exceptions to the invoices are taken. The single point of contact for issues related to the technical aspects of the contract is the QAP. Changes in regards to the contract?s terms and conditions can only come via modification by the Contracting Officer. 2.4.1.2 Seminar. The assembly of individuals/groups representing but not limited to Air Force Public Affairs (contractors/grantees, potential contractors/grantees, or any other individuals designated as invitees by the QAP), for which contract support is required. The QAP shall make the determination on when and if contractor support is required for Air Force Public Affairs seminar services. 2.4.2 SECURITY REQUIREMENTS. Not applicable. All seminar activities will be unclassified. 2.4.3 PERIOD OF PERFORMANCE. The Government intends to award one basic contract. 2.4.4 PLACE OF PERFORMANCE. The seminar must take place within 30 minutes of the Pentagon that can provide all required meeting rooms, audiovisual support, suitable banquet facilities for 300 people and at least 250 sleeping rooms 8-12 Sep 03. The ideal location will be within reasonable walking distance of Metrorail and/or provide seminar attendees free transportation to Reagan National or Dulles International airports and Metrorail. 2.4.5 HOURS OF OPERATION. The contractor?s customer service representative must be available on-site daily at least one hour prior to and one-hour following each day?s seminar activities. A contractor?s representative will be available on call 24 hours a day during the seminar. 2.4.6 PROHIBITIONS. The contractor is prohibited from using any participant information for purposes other than performance of the contract (cannot create, sell, or otherwise distribute). The contractor may mention its participation in the seminar, however, the contractor may not imply that the contractor is sponsoring or co-sponsoring the event. The contractor shall not have any rights (copyright, etc.) to seminar documents (individually or as compiled), for any purpose other than in the performance of the contract. 2.4.7 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The services to be performed under this contract are not considered essential during crisis situations as described in DODI 3020.37 since they are not in support of vital systems.
