- NA This is a DRAFT COMBINED SYNOPSIS/SOLICITATION for modified commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITA TION AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DAAB07-03-R-G011. Solicitation requirements and incorporated provisions are those in effect through Federal Acquisition Circulars. The US Army CECOM intends to award multiple Blanket Purchase Agreements (BPA) for Commercial SATCOM Terminal Program to satisfy all commercial satellite communications terminal requirements for the Department of Defense and other Government Agencies. The Government will select multiple contractor s for award of the BPAs in one or more categories of terminals. These BPA categories will include the Fixed Satellite Earth Terminals, Deployable Satellite Earth Terminals (Shelter Mounted), Deployable Satellite Earth Terminals (Prime Mover Mounted), Flya way Satellite Earth Terminals, INMSARSAT (M4) Terminals, DSCS Certified Terminals, Satellite Based Internet Access Systems and Vehicle Location Reporting and Messaging Systems. The effort will also include support services, such as engineering, operations and maintenance, and site survey services, as specified by the individual terminal configuration requirements. FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR Provision 52.212-2 Evaluation ? Commercial Items does not apply to this acquisition. All offerors shall complete FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, which would otherwise be included in a written solicitation, prior to award. Offerors are advised that a pplicable clauses shall be incorporated into the award document. This solicitation will be a Request for Proposals (RFP) No. DAAB07-03-R-G011. Full and open competition is being held for Segments 1, 2A, 2B, 3, 4, 5, 6, and 7, with a goal of at least one BPA being awarded to a Small Business in each of these Segments. The BPAs will be for a period of five (5) years. Offerors are cautioned that a ?Best Value? award is contemplated; therefore, an award may not necessarily be made to the lowest priced offers in any Segment. BPA awards will be based upon commercial source selection procedures and will have no obligation. As delivery order requirements develop, post award competition on a firm fixed priced basis shall occur among the qualified BPA holders. All responsible sources may submit an offer for consideration. Pr oposals are due not later than 1:30 PM, EDT on 20 May 2003 via the Inter-agency Interactive Business Opportunities Page (IBOP) at http://www.ibop.monmouth.army.mil. PROSPECTIVE OFFERORS are invited to review the DRAFT solicitation documents for the Statement of Work (SOW), Instructions to Offerors (Section L) and Basis for Award (Section M) via the Inter-agency Interactive Business Opportunities Page (IBOP) at http:// www.ibop.monmouth.army.mil using the solicitation number above. SPECIAL NOTE: All questions/comments shall be sent via the IBOP no later than 2:00PM on 7 May 2003. The United States Army Communications Electronics Command (CECOM) has established the Army Single Face to Industry (ASFI) Interactive Business Opportunities Page (IBOP) to provide electronic transmittal of RFP and IFB from the Government to Industry. All interested parties wishing to do business with CECOM are encouraged to register as a user well in advance of the anticipated RFP issuance and to check the IBOP frequently for updates.
