Description
NA The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, intends to award a single Firm Fixed Price contract to Midwest Research Institute, 425 Volker Boulevard, Kansas City, MO 64110 on a basis of other than full and open competition ( reference FAR Subpart 6.302-1); only one responsible source and on other supplies or services will satisfy agency requirements. The acquisition is for performing tests for permeation resistance of chemical protective fabric against toxic industrial chemic al (TIC). Testing will consist of liquid drop dual flow tests on triplicate swatches prepared from Joint Service Lightweight Integrated Suit Technology (JSLIST) intact garments. Triplicate swatches will be tested with toxic chemicals at low and at 80% re lative humidity, applying one-microliter liquid drops, 8 drops per 10 square centimeters, on the swatch in a dual flow permeation cell. Measure penetration vs. time with flows along the outer surface and inner surface. Toxic industrial chemicals and CW a gents to be used are Boron tribromide, Chlorosulfonic acid, Crotonaldehyde, Methane sulfonyl chloride, n-Butyl isocyanate, Nitric acid, Phosphorous trichloride, Sulfuryl chloride, Allyl alcohol, Tert-octyl mercaptan, Titanium tetrachloride, Iron pentacarbo nyl, Methyl chlorosilanes, HD, and GD. Tests and final report are to be completed within six months of contract award. Midwest Research Institute is the only known company available that can develop procedures for these toxic industrial chemicals and pr ovide continuous challenge and detection hardware needed to conduct TIC breakthrough tests on the air-permeable material of the chemical protective uniform in the timeframe required. There is no solicitation document available for this acquisition.
