Description
NA The Alaska District Corps of Engineers is seeking contractors or vendors interested in providing and installing various communications systems throughout the new Bassett Army Hospital at Fort Wainwright, which is currently under construction. The new hosp ital will be approximately 269,000 square feet, 32-bed, multi-story facility. This sources sought notice is applicable to NAICS code 334290 or 334310 or 238210. It is preferred that one vendor be capable of providing and installing these systems; however , this office will make consideration for those vendors capable of providing and installing specific systems. Systems included are: communications outside cable plant, Premises Distribution System, EMS Recorder, Radio Page System, Public Address System, S ound Reinforcement System, Nurse Call Tone/Visual (NCTV) Systems, Nurse Call Audio/ Visual (NCAV) Systems, Television (TV) System, Access Control and Alarm System, CCTV Surveillance System, and. The facility construction project currently in progress will provide the site prep infrastructure necessary to accommodate the installation and operation of all Communications Systems. This infrastructure includes empty duct banks, empty cable trays, empty conduit with pull lines, empty outlet/device boxes and enc losures, equipment space, power, lighting, and HVAC. Vendor shall be knowledgeable of installation procedures for each system and certified for Category 5 and higher installations. Vendor shall have BICSI, AT&T, Lucent or other manufacturer?s certified i nstallers. Upon request, vendor shall be able to provide proof of certification. QUALIFICATIONS shall include, but are not limited to the following: a. The contractor, installer, and manufacturer shall each have the minimum qualifications listed in any s ubsequent request for proposal (RFP). b. The Government shall determine the acceptability of any proposed contractor, installer and manufacturer on the basis of submitted and verified documentation that substantiates the proposed contractor, installer an d manufacturer have the qualifications specified in any subsequent RFP. c. The electrical contractor shall not procure or install the system cabling or equipment unless said Electrical Contractor is separately and distinctly qualified as the Contractor an d/or Installer in accordance with the qualifications specified in any subsequent RFP. d. The Contractor shall submit documented verification of the specified qualifications as part of the qualification statements submittal. The owner shall have the right to request, inspect and verify references and resumes of all technical and managerial personnel assigned to the project. Qualification documentation shall include, but not be limited to the following information: (1) List of projects performed by the Cont ractor and Installer during the last 5 years explicitly involving the type of systems specified in this Section. List shall include the name of the facility where the work was done, and the name, title, address and telephone number of a point of contact fo r the listed facility that can verify the work done. Lists shall be restricted to the facilities where the type of systems delivered and installed are similar to and serve the same purpose as the systems specified in this Section. Lists shall explicitly id entify the make and model of the systems provided, and the total scope of work done for each and every facility on the list. (2) List and resume of each key person that will be assigned to work on this project and their assigned duties. For each individua l, this shall include their education and experience explicitly relevant to their work assignment on this project, and also include the certificate for factory training where this qualification is specified. Experience with other types of systems unrelated to the type of systems specified in this Section are irrelevant and shall not be included. (3) Address of the Contractor and Installer location where the wor k that is not done on the project site will be performed. This shall include, but not be limited to, the address for the following people, work, and services: principle responsible for this project; systems engineering and documentation work; training pers onnel; repair and maintenance service; repair and maintenance supplies warehouse. (4) Telephone number that can be called 24 hours per day, 365 days per year, to obtain repair parts and service. (5) Manufacturers qualifications relative to the production o f the type of systems specified in this Section. (6) Letter from the Manufacturer stating that the Contractor is an authorized distributor and service organization for the Manufacturer of the provided systems. The letter shall also state the length of time that the Contractor has been an authorized distributor. Parties may identify their interest in this requirement by responding via fax or mail, in the form of a letter and providing marketing material describing vendor?s knowledge and capability of provid ing and installing systems mentioned above.
