- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ030036. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 444190. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item numbers are: Item #1, Wood Posts. Quantity 400 posts. Sound single-stem members 7 feet in length. A slight bend in one place is acceptable. Posts shall be 5? inches minimum diameter at the small end. Posts will require preservative treatment. These may be butt-treated posts only. Basis for rejection: posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, at a point two inches or more from the center of the post. Posts that are charred, twisted, rotted or excessively bent are not acceptable. Seasoning checks, single or opposite each other with a sum total equal to or more than ? the thickness of the post are not acceptable. Item #2, Wood Posts. Quantity 200 posts. Sound single-stem members 10 feet in length. A slight bend in one place is acceptable. Posts shall be 7 inches minimum diameter at the small end. Posts will require preservative treatment along the entire length (full-treated). Basis for rejection: posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, at a point two inches or more from the center of the post. Posts that are charred, twisted, rotted or excessively bent are not acceptable. Seasoning checks, single or opposite each other with a sum total equal to or more than ? the thickness of the post are not acceptable. Item #3, 21' Rails. Quantity 2,300 each. Rails shall be straight with a minimum 4" butt end and 3" tapered end. Butt end shall not be greater than 5" and tapered end shall not be greater than 4". Rails should not be peeled. Item #4, Jack Legs Sets. Quantity 1,000 sets. Each half of each set must be interchangeable. Doweled legs are not acceptable. Item #5, Treated Timbers 3"X6"x16'. Quantity 90 each. Timbers shall be full-treated. Timbers shall be straight and acceptable when a straight line joining the center of the end of the timber falls within the outside body of the timber. Timbers excessively twisted, rotted or bent are not acceptable. Item #6, Rough Cut Timbers 2"X12"X10'. Quantity 45 each. Timbers shall be straight and acceptable when a straight line joining the center of the end of the timber falls within the outside body of the timber. Timbers excessively twisted, rotted, or bent are not acceptable. The FOB Point is Destination. The Delivery address is Bureau of Land Management, Salmon Field Office, 50 Highway 93 South, Salmon, Idaho 83467. More than one contract award may be made under this solicitation. Bidders may bid on a single line item or any combination of line items. Award will be made to the lowest responsive, responsible bidder based on each individual line item or a combination of line items that is most advantageous to the government and within available government funds. The provision at 52.212-01, Instructions to Offerors-Commercial is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance and price both of equal importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-05, 52.211-16, 52.219-06, 52.232-36, 52.246-01, 52.246-02, 52.247-34.
