- Pearl Harbor ***NOTE DELETED CHANGES IN DESCRIPTION***** The Naval Air Command - Orlando Training Systems Division (NAVAIR Orlando) at Orlando, FL, has established a requirement for training services at the Naval Region Southwest, Pearl Harbor, HI, for Anti-terrorist/Force Protection (AT/FP) training. The overall objective of the AT/FP Training Program is to provide a contracted source and personnel to conduct AT/FP and related Navy force protection training for Navy personnel at the homeport Fleet Concentration Area (FCA) of Pearl Harbor. This contracted source will provide instructional services with fully qualified and certified personnel who are capable of providing the required instruction for Navy training courses under the coordination of the AT/FP Center Element. The service to be purchased is a proficiently trained student that meets the performance and course completion standards within the courses identified herein and as determined by the respective AT/FP Center Element. All of the following courses listed require instructor only support: Small Arms Marksman Instructor (SAMI), Force Protection Fundamentals Training (FPFT), Shipboard Security Engagement Weapons (SSEW), Visit Board Search & Seizure (VBSS), Armed Sentry (AS), Non-Lethal Weapons (NLW) and other related Navy force protection instructional and related services. The offeror shall provide college credit under the American Council on Education (ACE) recommendations. The offeror shall be required to work closely with the AT/FP Center Element, of the FCA for which training is being provided or the designated Point of Contact (POC), in the performance of instructional/training duties. The training provided by the offeror will encompass the course scope and learning objectives identified in the Request for Proposal (RFP) attachments. NAVAIR Orlando seeks to competitively award this contract on a 100% small business set-aside (See Note #1). A draft Purchase Description (PD) will be posted on the below website on or about 30 April 2003. The basic award will be an indefinite Delivery Indefinite Quantity Contract (IDIQ) type contract awarded on a technically acceptable, lowest price basis. Specific details will be provided in the formal RFP N61339-03-R-0043, which will be posted on the World Wide Web at ?http://www.ntsc.navy.mil/ebusiness/BusOps/Index.cfm? (click on Open Acquisitions) on or about 9 May 2003.
