Description
NASA/ARC has a requirement for modifications to the Industrial Wastewater Treatment Facility at NASA Ames Research Center. NASA/ARC intends to purchase the items from J. Mark Systems, Inc. of Grand Rapids, MI, under the authority of FAR 13.106-1 (b)(1), only one source reasonably available. J. Mark Systems designed, constructed, and started-up the Industrial Wastewater Treatment Facility (IWTF) in 2001, therefore this company has the unique expertise to modify the system with minimum downtime and risk to the Government. It is critical that downtime is minimized to maintain the operating schedule for the Arcjet and Wind Tunnel operations at Ames. It is also critical that the contractor successfully demonstrate integration into the existing system. This procurement will include design, fabrication, and installation for the following: 1. A control panel for future automation of the microfilter cleaning process, including necessary wiring. 2. A variable frequency drive for the main RO pump, including wiring and programming. 3. A permeate purge of the RO upon shutdown. 5. An automatic pH analyzer/controller to monitor the microfilter CIP (Clean in place) tank. 6. Manual valves to allow flush of one microfilter while running the other. 7. Conversion of the current system software package to improve reliability and capability, including the addition of a program logic control (PLC) to perform the control separately from the MMI PLC. 8. The contractor shall start up the modified system, and must successfully demonstrate integration into the existing system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on May 15, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
