- Description
- NASA/KSC plans to issue a Sole-Source Requirement for capability enhancements to a Next Generation Launch Technology (NGLT) Discrete Event Simulation (DES). The services provided are to modify and enhance the analytical capabilities of existing simulation tools for performing operation analysis of future reusable launch systems. NASA/KSC intends to purchase the items from Productivity Apex, Inc., Technological Ave., Orlando, FL, in accordance with the statutory authority 10 U.S.C. 2304 (d)(1)(B). This is a sole-source procurement under the authority of FAR 6.302-1. Productivity Apex, Inc. is the only known responisble source that can provide software compatible with the GEMFLO software currently being used by KSC. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by mail, fax, email to Ms Teri N. Jackson, not later than 12 NOON Eastern Daylight Time on Monday, May 5, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
