- This modification is issued to change the question mark (?) to the proper fraction (i.e. 1/2) and provdes phone number to fax quotes. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ030035. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 444190. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item numbers are: Item #1, Barbed Wire, Quantity 225 Rolls. A strand of two 12 1/2 gauge galvanized wires twisted together with two-point barbs of 14 gauge wire spaced four inches apart. Wire and barbs shall be zinc coated steel with a zinc coating of at least 0.3 oz/ft2 for 12 1/2 gauge wire. The barbed wire shall conform to ASTM A 121. Item #2, Barbless Wire, Quantity 150 Rolls. A strand of two 12 1/2 gauge galvanized wires twisted together. Wire shall be zinc coated steel wire of at least 0.3 oz/ft2 for 12 1/2 gauge wire. The barbless wire shall conform to ASTM A 121. Item #3, Steel Fence Posts. Quantity 2,000 posts. Shall be 5 1/2 feet in length and painted green with a welded or riveted anchor plate and a white top. Shall be furnished with clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 pounds/linear foot exclusive of the anchor plate which shall weight a minimum of 0.67 lb +5%, and shall be a minimum of 18 inch2 in area. Steel fence posts and fasteners shall be according to ASTM A 702. Item #4, Steel Fence Posts. Quantity 2,000 posts. Shall be 5 1/2 feet in length and painted green with a welded or riveted anchor plate. No white or silver topped posts will be accepted. Shall be furnished with clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 pounds/linear foot exclusive of the anchor plate which shall weight a minimum of 0.67 lb +5%, and shall be a minimum of 18 inch2 in area. Steel fence posts and fasteners shall be according to ASTM A 702. Item #5, Nails. Quantity 1,600 pounds. Shall be 8 inch ring shank. 50 pound boxes. Item #6, Nails. Quantity 1,400 pounds. Shall be 6 inch ring shank, 50 pound boxes. Item #7, Staples . Quantity 500 pounds. Shall be 9 gauge bright finish or galvanized 1 1/2 inches long. 50 pound boxes. Item #8, Wire Stays, Quantity 4,000 Each. Shall be twisted wire fence stays manufactured from smooth galvanized 9 gauge wire 36" in height on one continuous piece. Red top or equivalent. Item #9, Powder River Trough. Quantity 15 Troughs. 495 gallon, Green. The FOB Point is Destination. The Delivery address is Bureau of Land Management, Salmon Field Office, 50 Highway 93 South, Salmon, Idaho 83467. More than one contract award may be made under this solicitation. Bidders may bid on a single line item or any combination of line items. Award will be made to the lowest responsive, responsible bidder based on each individual line item or a combination of line items that is most advantageous to the government and within available government funds. The provision at 52.212-01, Instructions to Offerors-Commercial is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance and price both of equal importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-05, 52.211-16, 52.219-06, 52.232-36, 52.246-01, 52.246-02, 52.247-34.
