Description
NASA/LaRC plans to issue an Invitation for Bids (IFB) for Services and Materials to Replace Controls for Transformers 1B, 1E, and 1L at Stratton Substation, Building 1233, West Area, Langley Research Center, Hampton, VA. The work to be performed includes, but is not limited to, the following: Verify and label wiring for disconnection and interface points as shown on the design drawings. Remove existing voltage regulator controls from Group 1 switchgear, Units D, E, and F. Provide new tapchanger controls, parallel balancers, control panels, and other associated equipment, as shown on the plans. Provide new voltage regulation controls that shall be installed to the fullest extent possible before disconnection of the existing controls of Units D, E, and F in order to ensure the fastest possible transition between the use of the existing and new controls. Provide conduit and wiring as required for connection to to existing field devices. The order of magnitude for the procurement is $100,000 and $250,000 and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 23810 and $12M, respectively. The anticipated release date of the IFB is ON or ABOUT May 19,2003 with an anticipated offer closing date of ON or ABOUT June 18, 2003. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from the Bid Distribution Office 757-864-2547. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
