- The NATO Maintenance and Supply Agency (NAMSA) is seeking a Technical Advisor who will be employed by NAMSA as a consultant for a period of up to 9 months at the start and during the implementation phase of the Implementation of the IOC Portion of Capability Package for the NATO Deployable Headquarters Assets for Combined Joint Task Force (CJTF). The Advisor will be responsible to NAMSA for ensuring the development of the Architectural and Engineering tasks (5HQ27006/7/and 8, and for the drafting of Technical Specifications, suitable for use with Requests for commercial solicitation. The Technical Advisor will report to the Program Manager, Special Projects Program. General Duties Assisting the Program Manager, by acting as focal point for all CP 5A0056 related activities, and taking actions as required. Developing and maintaining plans for the support of SHAPE directed contingency operations. Providing technical assistance, for the procurement of CP 5A0056- ?Deployable non-CIS Assets for CJTF HQ?. Managing consultants providing architectural and engineering services, for CP 5A0056. * Electrical System of a modular tented Camp to be rapidly erected in unprepared areas worldwide, inclusive of all necessary electrical generation and distribution equipment, together with all necessary fuel storage. This system must include provision for maintenance and breakdown. The power system must be able to use commercial power, but not be reliant on it. *Heating, Ventilation and Air Conditioning (HVAC) equipment for all accommodation, office and work areas forming the Camp. * Sewage, Grey Water Treatment, Grease Traps, Oil Separators and Waste Disposal to eliminate all effluents from the Camp in an environmentally safe manner. *Water Treatment, storage and distribution system, designed to supply and distribute drinkable water throughout the Camp, feeding from unsafe/polluted sources. Budget Monitoring The Technical Advisor will assist the Program Manager, Special Projects Program to monitor expenditure against the approved project budget to ensure compliance, and to identify as soon as possible any shortfalls. General Qualifications * University degree or equivalent education in the technical or engineering field, with experience in bare base deployment and contingency planning desired. Recent experience in the supervision of erection of military camps, or major work sites mobilization, or NATO Infrastructure Projects a plus. * Experience in the administration of contracts. * Knowledge of quality assurance standards and policies. * Experience in project management. * Knowledge of information systems with experience in using personal computers and software packages. * Good knowledge of one of the two official NATO languages and fair knowledge of the other. * Ability to conduct and to participate effectively in large international meetings. * A NATO SECRET security clearance. All potential bidders must be certified by the U.S. Department of Commerce, Office of Telecommunications Technologies.
