Description
This is a combined solicitation/synopsis for commercial services prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number EA133F-03-RQ-0091 is being issued as a Request For Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2001-11. This contract action is a 100% small business set-aside. The applicable NAICS code is 541618. The following Contract Line Items Numbers apply: Facilitation Services, 4 Months _________; Travel, 1 Lot ___________; ODCs, 1 Lot ______________. The requiring agency is the National Marine Fisheries Service (NMFS), Gloucester, Massachusetts. The NMFS and the New England Fishery Management Council (NEFMC) considers habitat research a high priority. Toward that end, the NEFMC?s Research Steering Committee (RSC) is seeking an effective means to solicit information about habitat research priorities from commercial fisherman and to foster their participation in collaborative habitat research projects. Two scooping meeting will be held in May. In preparation for the meetings, the contractor shall conduct fact finding to be used in the preparation and formulation of meeting processes. The contractor shall work with NMFS to scope the project and plan its implementation prior to meetings; develop draft agendas and solicit feedback from expected attendees and stakeholders; facilitate two four to six hour scooping meetings in Portland, Maine and New Bedford, Massachusetts; prepare meeting summaries; follow up each meeting by addressing unresolved issues; and prepare a draft and final summary report. The following clauses apply to this contract action: FAR clause 52.212-1, Instructions to Offerors-Commercial applies to this acquisition; FAR 52.212-2, Evaluation?Commercial Items, award will be made to the offeror who offers the best value to the Government. Technical capability and past performance are more important than costs. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification?Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions?Commercial Items; and FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items apply. Offers are due May 9, 2003 at 2 pm EST to the Department of Commerce/NOAA, Eastern Administrative Support Center (EASC), 200 Granby Street, Attn: Michelle Morales, Norfolk, Virginia 23510.
