Description
Under the authority of the Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau (USCB) intends to award a sole source contract to Ms. Amy Jackson for services in the Time and Labor and Payroll operation. Assist in evaluating various software packages for the administrative field application based using program analysis techniques. The Decennial Administrative Branch of Field Division has an urgent need for a Contractor with extensive expertise and experience in Time and Labor and Payroll operation during a high volume Census environment working with PeopleSoft and PADE products. Ms. Jackson is recognized as an expert in the administrative field in Time and Labor and Payroll and personally training over 25 administrative managers and ensuring the peak payroll processing of 35,000 employees. Ms. Jackson wrote a large portion of the administrative training that was given during the 2000 Census to the 36 Local Census Office within the Kansas City Region. Ms. Jackson traveled extensively during the 2000 Census training and trouble-shooting Time and Labor and Payroll problems throughout the Kansas City Region. She trained at all levels in the Local Census Office and worked with the management teams to improved communication with the payroll area and the field operations area improving the overall efficiency of the payroll department and therefore the overall office performance. Ms. Any response to this notice must show clear and convincing evidence that they are capable of performing this work. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to the U.S. Census Bureau, Acquisition Division, 4700 Silver Hill Road, Room #G-314 (Mail Stop 1700), ATTN: William Russell, Suitland, Maryland 20746. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Ms. Jackson without further notice.
