Description
Solicitation/Synopsis MS-03-R-0015 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. The United States Marshal Service (USMS) has a requirement for the maintenance, repair, operations and modification of buildings, structures, and utility systems at the USMS hangar and office located at the Will Rodgers World Airport, Oklahoma City, Oklahoma. The requirement is 100% set-aside for Small Business under SIC code 7349, NAICS 561790 (Size standard $6.0 M). The period of performance is a base period to be June 1, 2003 through September 30, 2003 with options to extend performance for 2 additional 12-month periods. USMS will to use firm fixed price contract, using simplified acquisition procedures for commercial items. Offerors will submit past performance information, and a price proposal at the time of proposal submission. Past performance will be evaluated on the following: 1) List of similar contracts with federal, state or local Government within the last three years, include Contracting Officer telephone numbers 2) List similar contracts with commercial industries within the last three years, include points of contact and telephone numbers. The Award will be based on best value to the government, made to the Offeror best demonstrating, with past performance information, the ability to satisfy the performance requirements with the lowest responsive quote. All line items will be awarded on a single contract. Evaluation for Commercial Items, FAR Part 52.212-2, will be used to evaluate items as consistent with below stated description of requirements. Contractor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications Commercial Items (Oct 2000). Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5 applies to this acquisition. Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by Reference. Wage Determination No. 1994-2432 revision No 14 will be applicable to this contract. A site visit will be conducted for interested parties on May 14, 2003 10:00 am CDT. Marshal Service Justice Prisoner and Alien Transportation System located in Oklahoma City, OK.
