Description
VA intends to award an Architect/Engineer contract for preparation of working drawings and specifications, cost estimate, submittal review and other construction period services for Solicitation 528A720-03,=20 Project 528-705 Separate OR Preparation and Recovery Rooms at the VA Medical Center, Syracuse, NY. This project involves construction within the surgical suite to separate the existing pre/post- operative area (recovery area and holding area) and to include a pain nerve block procedure area. Renovation of the existing space, approximately 6,570 square feet (30 rooms) on the 4th floor adjacent to the operating rooms is planned to include: a five-bed recovery area and a separate five-bed holding room with a centrally located nursing station. A 5-bed separate pain/nerve block unit will be constructed. The total configuration will include 5 monitoring beds, five observation beds and five procedure beds and other ancillary rooms. All areas adjacent to the construction area will remain occupied and surgical procedures will be ongoing during normal working hours during the construction. There would be some impact on the surgical caseload during the time of construction. Accommodations will need to be made during construction to offset the impact of the construction. The project will include providing all necessary utility infrastructure including, electricity, plumbing, medical gases, telephone and computer network. Design services for asbestos abatement, if found to be required at any time during the project, shall be included. Asbestos Monitoring services during construction will not be required of the A/E. The VA if required will contract for these services separately. Design services shall include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care Standards. Design services shall also include interior design including graphics, signage, equipment and furniture.=20 Provide computer generated color isometric views as directed by the COTR to illustrate the design. Designer shall work with GSA contract vendors (as necessary and at designer=92s expense) to develop furniture plans and drawings, window treatments, equipment listings and layouts for purchase directly by VA. Drawings will be CADD generated with readable AutoCad 14. Specifications shall be compiled from VA master specifications and are available on the internet at =20 http://www.va.gov/facmgt/standard/. =20 Selection of the Architect/Engineer will be based on specialized experience(see block 10 of SF254, items 048,055,089,and 100), capability of the firm to perform, professional qualifications of the staff to be assigned to the project(Block 4 of SF255), past performance for VA work and/or similar hospital projects, and the record of past performance in the form of a comparison between their estimates and actual project awards. The area of consideration is restricted to firms within a 165 radius of the medical center. Appropriate data for this project must be submitted on CURRENT Standard Forms 254 and 255 no later than May 30, 2003. FIVE COPIES OF EACH (along with any supplemental information) ARE REQUIRED.=20 Submission should emphasize experience on similar projects (Block 10 of the SF 254), the personnel to be assigned to this project (Block 4 of the SF 255), and specific VA experience. A/E Selection may not be made until at 4-6 weeks after receipt of applications. It should be noted that Schopfer Architects have performed an investigation on the feasibility of this renovation and their findings will be available upon request. Submission should emphasize experience on similar projects. This is not a request for proposals. NAICS 541310 applies.=20 Construction cost estimate is between $1,000,000 and $2,000,000.
