Description

SOLE SOURCE!!!! This is a synopsis for a commercial acquisition (Reference FAR Parts 12 and 13.5) to develop a PC and/or SUN Ultra 10 compatible, user-friendly, fast-running version of a modern HEMP (High Altitude Electromagnetic Pulse) code. This requires the contractor to develop and deliver a modified HEMP code that provides a simplified user interface for data input/output, reduces problem execution time to minutes rather than hours, extends the range of HEMP model applicability to low altitude and provide for upward direction of signal propagation (relevant to satellite detection of NUDET EMP signals). The government intends to award on a sole source basis to Metatech Corporation. Metatech is the only source capable of fulfilling the government?s requirement because it is the only organization in the United States with full EMP computational capability and employs key individuals who developed the original EMP codes. In addition, Metatech has already developed a proprietary state-of-the-art EMP code that can be used as the baseline modeling code for this requirement. The Solicitation No. F08650-03-T-0128 is issued as a Request for Quotation. This proposed procurement is a 100% small business set-aside. It is advertised with a Standard Industrial Code (SIC) of 7371, and a North American Industry Classification System (NAICS) code of 541512. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be issued on or about 29 Apr 03. The solicitation will not be posted electronically, but this office will provide a copy to any firm requesting one. Anticipated award date will be on or around 2 May 03.
