NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are be ing requested and a written solicitation will not be issued. This solicitation DAMT01-03-R-0051 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition C ircular 2001-13. The requirement is advertised on a full and open basis. The period of performance will be 16 May 2003 through 2 January 2004, for the rooms and vehicles in Jacksonville, and 21 May 2003 through 5 February 2004 for the vehicles in Charleston. a. The contractor shall provide single furnished rooms with fully equipped kitchenettes, housekeeping services, and cable television. In general, the contractor shall provide support services such as laundry facilities and equipment, recreation facilitie s, gated community (complex), meeting room, and fitness center. The location of the units must be within 20 miles or 30 minutes drive time to the Port of Jacksonville. b. Service Interruptions. If any services must be discontinued (even temporarily due to scheduled maintenance work), the Contractor shall notify the Contracting Officer, and affected tenants at least three (3) workdays in advance. If the discontinued se rvice is due to an emergency breakdown, the Contractor shall notify the Contracting Officer, and affected tenants as soon as possible. c. Vehicle Options: All vehicles shall have unlimited mileage and be new or no more than two (2) model years old, i.e., 2001. The vehicle shall have a current state inspection decal if required, a full tank of gas, and the next scheduled maintenance serv ices shall not be required for at lease one month from the date the vehicle was accepted. The Government will accept the standard equipment provided by the vehicle manufacturer with the assumption that all vehicles are equipped with as a minimum, air condi tioning, heating, and AM/FM radios. d. Vehicle Acceptance: The unit POC and Contractor representative shall jointly inspect each vehicle for damages prior to acceptance. The Government will not accept any vehicle requiring repairs. Normal wear and tear on the vehicle body such as small d ings from another car door or rock chips in the paint finish will not be classified as vehicle damage and will be acceptable to the Government. e. Vehicle Use: Vehicles will be used for supporting functions such as transporting unit personnel, equipment, and baggage from hotels, eateries, throughout the Port of Jacksonville and/or Charleston. The Contractor is ad vised that the Government will utilize the vehicles for transportation outside the state of South Carolina when the units mission requires it. f. Vehicle Operators: All unit personnel in possession of a valid state operators license, issued by any of the 50 states or U.S. territories, will be authorized to drive the leased vehicles. g. Vehicle Services and Repairs: The Contractor shall provide a point of contact to the unit POC on the day the vehicles are accepted, with telephones numbers for obtaining 24-hour towing services, maintenance and repair, accident reporting, additional v ehicle requirements, and customer service. h. The Contractor shall be responsible for scheduling and performing all vehicle preventive maintenance services and repairs resulting from fair wear and tear in accordance with the Contractor's vehicle maintenance program. The unit POC and Contractor sha ll work together and coordinate on the scheduling of vehicle services to ensure the units mission is not impacted. The unit POC will provide drivers to deliver vehicles to the Contractor's maintenance facility provided the facility is located within the l ocal metropolitan area. If requested by the unit POC, the Contractor shall provide transportation to return the drivers back to their place of business. The Contractor shall be responsible for the towing of vehicles that cannot be driven because of malfunc tions that render the vehicle unsafe to operate. i. Vehicle drivers will be responsible for removal of flat tires and installing the vehicle spare. If the flat tire cannot be removed from the vehicle axle using the manufacturer installed jack and lug wrench, the Contractor towing service shall be telepho ned and requested to provide emergency road assistance for removal and installation of the spare. The Contactor shall ensure the flat tires are repaired and defective tires are replaced the same day of the occurrence. If tire services are required after regular business hours and the Contractor repair facility is closed, the unit POC will coordinate the repair or replacement with the Contractor the next business day. j. The Government will be responsible for performing before, during and after operational checks on all leased vehicles. The vehicle checks will include maintaining fluids, coolant, and lubricate levels within their operating ranges. Excessive consumption of lubricates, leaks of any type, mechanical, and electrical problems will be reported to the Contractor for resolution by the unit POC or vehicle operator while on the road. Government personnel performing will not be responsible for performing any repai rs to the leased vehicles. The Contractor may provide a replacement visual checklist with instructions in lieu of the checks below. k. The visual inspection will check for: (1) fluid leaks; (2) signals and lights are operational; (3) wipers and instrumentation are operational; (4) tires for damage, inflation, and uneven wear; (5) proper operation of manufacturer installed accessories; (6) unusual noises or malfunctions during vehicle operation; and (7) vehicle body and glass for damage. l. Vehicle Replacement: The Contractor shall replace vehicles that require more than one (1) business day for repairs or services. The replacement vehicle can be temporary and shall be comparable in size and type to the vehicle removed from service. m. Accidents and Vehicle Damage: The Government will be liable for damages to leased vehicles beyond fair wear and tear. The Contractor shall address all damage claims to the Contracting Officer for resolution. All claims for damages shall be thoroughly d ocumented in writing and include pictures. n. If the vehicle is involved in an accident involving property or bodily injury, the unit will investigate and report such accidents and property damages in accordance with the provisions of AR 735-5, Chapter 13 and provide to the Contracting Officer cop ies of the report of s urvey or police report, witness statements, and any other documents relating to the accident. o. The Government reserves the right to a no cost cancellation of services at any time if the military unit(s) is ordered to demobilize from active duty. Government may terminate services at any time if the parties fail to agree upon any deletion, modifi cation or addition to this contract, which is required by statute, Executive Order, Federal Acquisition Regulation (FAR), Department of Defense (DoD) FAR Supplement or the Army FAR Supplement. p. This contract type is to be a combination fixed-price/indefinite quantity. Offerors shall enter unit prices and amounts for contract line items (CLINs) as indicated in the schedule. Offerors may submit pricing for any or all CLINs. q. In the event, there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the total amount of the CLIN will be recomputed accordingly. If the Offeror provides a total amount for a contract line item but fails to enter the unit price, the total amount divided by the quantity will be held to be the intended unit price. r. Indefinite Quantity work may be utilized in support of any DoD activity or may be utilized for any other purpose as deemed by the Contracting Officer to be in the best interests of the Government and fall within the general scope of this contract. The Indefinite Quantity portion of the contract will be funded separately on individual delivery orders. s. The minimum guarantee of work is the firm fixed-price portion of the contract (except as provided in paragraph c). The maximum dollar value of the contract is the total dollar value of the fixed-price and indefinite quantity Items. The maximum shall not be exceeded except as may be provided by formal modification to the contract. t. The following provisions/clauses applies to this acquisition: 1. 52.212-1, Instructions to Offerors- Commercial Items. 2. 52.212-2, Evaluation -- Commercial Items. The Contracting Officer will evaluate offers on the basis of advantages or disadvantages to the Government that might result from making more than one award. The following factors shall be used to evaluate off ers: price, location and amenities. 3. 52.212-3 Offeror Representations and Certifications - Commercial Items. Offeror must include a completed copy of the provision, with its offer. 4. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, 5. 52.212-5, Contract Terms and Conditions Required to Implement Statutes.
