NA This announcement is for the purpose of soliciting names of (1) United States service firms and (2) joint ventures between U.S. and foreign service firms, interested in submitting an offer to provide logistical and temporary construction support services t o the United States (U.S.) forces involved in Operation Joint Forge (OJF) and Operation Joint Guardian (OJG) in the Balkans and any other successor operation within the United States Army, Europe (USAREUR) Area of Responsibility (AOR) that may be deemed ne cessary. ADDITIONAL REQUIREMENTS: United States firms means a firm incorporated in the United States that complies with the following: (1) The corporate headquarters are in the United States; (2) The firm has filed corporate and employment tax returns in the U.S. for a minimum of two years, has filed state and federal income tax returns for two years, and has paid any taxes due as a result of these filings; and (3) The firm employs U.S. citizens in key management positions. Note that some contractor personnel may be required to hold or be able to obtain up to a Secret security clearance. The prime contractor in joint ventures must be a U.S. firm, with a minimum fifty-one percent (51%) ownership of the joint venture by the prime U.S. firm. All firms responding to this notice and meeting all conditions of this notice will receive a request for proposal. PROJECT SCOPE: The estimated cost of known requirements under this five-year contract is $1.3 billion. The specific goal of this USAREUR-wide Support Contract is to enhance the operational readiness of the deployed U.S. Army Europe troops by providing al l necessary logistics support, temporary construction, and associated services to U.S. Forces in the OJF and OJG Area of Operations (AO), which currently includes the countries of Hungary, Bosnia, Croatia, Kosovo and Macedonia, but could include any countr ies in USAREURs AOR. The scope of work defines logistic services as: supplies, services, transportation, facilities and maintenance. The successful contractor will have a management plan that addresses all relevant logistics requirements and temporary c onstruction necessary to support the in-place troops. USAREUR and deploying commands may also task the contractor to support troop movement from other locations to areas within the USAREUR AOR. THE SOLICITATION will be furnished on CD-ROMs, with two (2) CDs provided to each eligible prime contractor. CDs will be provided only to eligible prime contractors. Subcontractors and suppliers must obtain information on this project from prime contract ors. A list of prime contractors will be published at the Transatlantic Programs Center internet home page after release of the solicitation. SOLICITATION PROCEDURES: The solicitation will be initiated before funds are available. The solicitation will contain FAR clause 52.232-18, Availability of Funds. The contract award will be based upon a best value analysis of proposals. Both a cost pro posal and a technical proposal are required. The Request for Proposal (RFP) will convey complete evaluation criteria. The contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) service contract in accordance with (IAW) FAR 16.504 and DFAR 237 .106(2), consisting of a base period and four one-year option periods. IAW with FAR 32.705-1(b), the contract will contain the FAR Clause 52.232.19, Availability of Funds for Next Fiscal Year, since this contract is funded with O&M (annual appropriations) and the contract will cross fiscal years. This contract will contain both Cost Plus Award Fee and Fixed Price elements. Tentative date for issuance of the Draft RFP is 30 June 2003. Tentative date for issuance of the RFP is 10 September 2003. Tentati ve date for receipt of proposals is 9 November 2003. Tentative contra ct award date is 22 March 2004.
