Description
NA DACA31-03-R-0024 1. CONTRACT INFORMATION. Contract(s)to be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualification for the required wor k. Architect-Engineer services are required for a maximum of two Indefinite Delivery Contracts to support the Baltimore District US Army Corps of Engineers for Master Planning and Engineering Services. The concentration of work will be for the North Atlant icDivision, which includes New England, New York, New Jersey, Maryland, Pennsylvania, West Virginia, Delaware, the District of Columbia and Virginia. The NAICS code for this requirement is 541330, which has a size standard of $4,000,000 in average annual receipts. These contracts are firm fixed-price. This announcement is restricted to qualified 8a and/or HUBZone firms. Firms shall also submit evidence that they are 8a or HUBZone certified (copy of the SBA certification). This announcement seeks architect ural, engineering and planning services for all aspects of master planning for military installations. Small design projects that result from the master planning efforts may also be initiated under this contract. Each contract will be for a 12-month peri od and will have options to extend the contract for two additional periods of 12 months. The contract amount for the base period for each contract will not exceed $1,000,000. Each option period will not exceed $1,000,000. 2. PROJECT INFORMATION: Firms submitting their 255/254 documents will be judged on their experience with the required services. Firms must demonstrate project experience with such items as: design charettes, long and short-range analyses; site investigations; surveying and aerial photo graphy and related mapping; land use planning; capital investment program strategies; DD forms 1391; project development brochures; mobilization master plans; utilities and storm water management assessments; transportation and traffic assessments and mana gement plans; contingency assessments (for expansion/ contraction of installation); installation design guides; facilities requirements analyses; space utilization studies; landscape development plans; building information schedules; ICUZ studies (noise im pact); communication plans; energy plans; fire and life safety studies; National Environmental Policy Act (NEPA) compliance, including preparation of environmental assessments (EA) or impact (EIS) analyses, and associated NEPA public disclosure & coordinat ion procedures, natural and cultural resources management planning and National Historic Preservation Act (NHPA) compliance management planning (i.e., Section 106 and 110 procedures); experience with the National Capital Regulatory Agencies and their submi ssion procedures, i.e., National Capital Planning Commission, Commission of Fine Arts, Advisory Council on Historic Preservation, State Historic Preservation Offices, etc.; urban design framework; TAB updates, conduct public information meetings; and physi cal security and quality of life programs. The A/E must have multidisciplinary design capability for small design projects that result from Master Plans and from pre-design studies. 3. SELECTION CRITERIA: See Note 24 for general selection process. The sele ction criteria are listed below in order of descending importance: (1) Recent relevant experience and technical competence in military master planning and design. Military master planning experience shall be in accordance with current Department of the Ar my master planning regulations and guidance, including AR 210-20, Master Planning for Army Installations, and other references cited therein. Specific expertise is required in facilitating design charettes and public meetings, performing long and short-r ange analyses; surveying and aerial photography and related mapping; land use planning; capital investment program strategies; preparation of DD forms 1391, inc luding urban design framework; TAB updates, and physical security and quality of life programs. Experience preparing and coordinating the following plans is required: traffic assessments and management plans; installation design guides; facilities require ments analyses; space utilization studies; landscape development plans; building information schedules; ICUZ studies (noise impact); communication plans; energy plans; fire and life safety studies, project development brochures; mobilization master plans; utilities and storm water management assessments; transportation. Additionally, expertise will be required in preparing and coordinating regulatory documents such as environmental assessments (EA) or impact (EIS) analyses to comply with National Environme ntal Policy Act (NEPA); cultural resources management plans and compliance management planning (i.e., Section 106 and 110 procedures) to comply with National Historic Preservation Act (NHPA). The A/E must have experience in designing small projects that r esult from Master Plans and from pre-design studies. (2) Capacity of the A/E to accomplish the magnitude of work necessary to support the Installation in the processing of their facility management, master planning and programming missions. The A/E must be capable of responding to multiple work orders concurrently. (3) Qualified professional personnel in the following key disciplines: urban/community planner, architect, landscape architect, surveyor, senior GIS specialist, GIS technician, CADD technician, c ost estimator, ecologist, biologist, archeologist, and historic and/or cultural resource manager. Registered or certified professionals are required in the following disciplines: planning, civil, mechanical and electrical engineering, architecture, and lan dscape architecture. The evaluation will consider overall and relevant experience, education, training, registration and certification. (4) Recent relevant experience in the Washington DC Metropolitan area with respect to coordinating with local, state, an d Federal regulatory agencies i.e., National Capital Planning Commission, Commission of Fine Arts, Advisory Council on Historic Preservation, State Historic Preservation Offices, etc. (5) Previous IDTC experience, specifically the ability to handle multipl e project areas and numerous delivery orders without impact to the projects. (6) Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. (6) Volume of DOD contract awards in the last 12 months. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capability to perform this work must submit a copy of SF 255 (11/92 edition) for the proposed team and one copy of SF 254 (11/92 editi on) for the prime firm and one for each of their consultants to the above address not later than 4:00 PM, June 6, 2003. Interested firms shall submit a two-page narrative in Section 10 of the SF 255 demonstrating their experience in the A/E Master Plannin g Services arena. In Block 10, also indicate the estimated percentage involvement of each firm on the proposed team. The Baltimore District does not retain SF 254's on file. The SF 255 and SF 254 shall clearly indicate the staffing of the offices indicat ed to do the work. In SF 255, Block 9; provide contract award dates for all projects listed in that section.
