Contracting Officer for this project will be Mr. Leo Hickman. In general, the work shall consist of the following: Improvement of 172 km of existing road in the high jungle area of the Huallaga River Valley. The work will consist of realigning portions of the road, providing an unimproved rock surface, installing drainage culverts and headwalls, low-water crossings, retaining walls and other toe protection of work surfaces, and box culverts. The North American Industry Classification System (NAICS) cod e for this project is 237990. Bid documents are available on or about 20 May 2002. Estimated cost of work is between $10,000,000 and $25,000,000. All responsible sources may submit an offer, which shall be considered. Note No. 8: SITE INSPECTION AND PRE-PROPOSAL CONFERENCE. (a) Site inspections by the Contractor are currently planned to be allowed on 4 - 6 June 2003. Contractors shall meet at Juanjui, Peru, at 8:00 a.m. (local time). The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site vi sit to become familiar with the existing site conditions, and familiarize the bidders with the *Best Value* process. Attendance at the conference is strongly recommended. Minutes of the pre-proposal conference will be prepared by the Government and place d on the Internet at http://www.sam.usace.army.mil/. (b) There will be a pre-proposal conference held at the Marriott Hotel, Lima, Peru at 9:00 a.m. (local time) on 2 June 2003. All interested Contractors may attend. Mr. Jorge Velasco will conduct the conference. Contractors must have an English-speaking representative in attendance at the pre-proposal conference. It is request ed that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four from each firm. Names of individuals (and the information above) from each company who will attend the conference should reach Mr. Jorge V elasco no later than five (5) working days prior to the conference. Offerors should visit the site and take such other steps, as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions, which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
