Description
The Bureau of Land Management (BLM) is seeking architectural and engineering (AE) services under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the planning, evaluation, construction, maintenance and/or rehabilitation, and field surveying of facilities on Bureau of Land Management lands in Idaho or on lands in Idaho where the Bureau of Land Management has a formal agreement pertaining to use, occupancy, or operation of the property involved. These facilities typically consist of buildings; utilities including electrical systems, water and sewage systems, communications and security systems, plumbing systems, and HVAC systems; roads and trails; route analysis and alignment; bridges; dams, dikes, canals, pumps and water control structures; raceways and holding ponds; fishways; fish ladders, fish screens and spawning channels; docks, piers and bulkheads; fences and gates, visitor facilities; wildlife habitat. Work may include design of interpretive exhibits to provide public information, architectural, structural, mechanical, electrical, civil, geotechnical, geophysical, landscape architect, sociological and cartographic capabilities plus related support. Services may include Title I, II and III services. The AE contractor will work with BLM engineers in the Idaho State Office, Boise, Idaho. The AE contractor shall be required to prepare: full and accurate plans showing all details of the work and materials required with working plans suitable for use by mechanics or other builders in the construction trades, drawn so as to be easily understood; accurate bills of materials, legends or equipment schedules showing the exact amount of different kinds of items, necessary for construction, to accompany the plans; full and complete specifications of the work to be performed showing the manner and style required to be done, with such directions as will enable a competent builder to carry them out, and which will afford to bidders all needful information; a full and accurate estimate of each item of expense, and aggregate cost. The AE contractor shall be able to conduct business via the internet. Products or services resulting from delivery orders, including reports, specifications, and drawings, shall be furnished in both paper, Mylar, and electronic forms (MS Word, AutoCAD 2002, PDF). The following evaluation criteria, in descending order of importance, will be used in the evaluation of prospective firms. 1. Specialized Experience and Technical Competence: Extent of experience in managing a broad range of projects, from initial planning to construction management. Typical projects include but are not limited to buildings and their associated infrastructure, building rehabilitation, recreation sites, dams, water systems, roads and visitor facilities. Proficiencies in current design and construction practices, new technologies and materials. 2. Professional Qualifications: Quality of key personnel, educational background and professional registration; current (or ability to receive) Idaho professional licensing. Demonstrated ability to bring together a full design team, composed of Mechanical, Electrical, Civil and Structural Engineers, Architects & Planners. 3. Past record of performance with respect to control of costs, quality of work, and compliance with set schedules. Provide details on the 5 most recent projects that have been constructed or are under construction, to include current project owner, contact information of the person most familiar with the AE contractor's performance. Past performance on bringing together the required disciplines to form a design team that produces high quality work, on time and within budget. 4.Capacity to accomplish the work within required period of time: adequate staff to accomplish the work in timeframe required by the government; responsibilities and authority of key personnel; average annual volume of work. 5. Location in the general geographic area & knowledge of localities within Idaho, office proximity to Boise, Idaho and office locations in Idaho. The resulting contract will be a single IDIQ contract, and task orders will be issued defining the scope of services for each project as funding becomes available. The guaranteed minimum quantity of services the Government will acquire inclusive of the base period and all option periods of the contract is $25,000.00. The maximum quantity of services to be acquired under this contract will not exceed $2.5 million for the life of the contract. The anticipated period of the contract will be a one-year base period beginning October 1, 2003, plus four one-year option periods, ending September 30, 2008. All interested firms are invited to submit a letter of interest and a completed Standard Form 254 (SF254) for each firm and a team Standard Form (SF255). Submission of office brochures is encouraged only to the extent that they graphically (via drawings and photographs) substantiate the work specifically described on the SF254 and SF255. To be considered for selection, responses must be received no later than 4:00 P.M., local Idaho time, June 4, 2003, at the Bureau of Land Management, Branch of Engineering Services, ATTN.: Cindy Kowalczyk, 1387 S.
