- Description
- The National Park Service (NPS), Washington Contracts and Procurement Office, 12795 West Alameda Parkway, MS WCP, Lakewood, Colorado 80228, is seeking qualified firm(s) or organization(s) to provide Professional Environmental Engineering Services under an Indefinite Quantity contract for a variety of projects at locations throughout the United States, its possessions, and territories. The Government may elect to award a single task order contract or multiple task order contracts to one or more sources under the solicitation. The Government reserves the right to award contracts based on the selection board's final selection list, in order of preference, to the firms considered to be the most highly qualified to perform the work. Each awardee shall be provided a fair opportunity to be considered for task orders to be issued. The base contract period will be for one year with the option to extend for four additional one year periods. Work will be ordered by issuance of firm fixed price or not-to-exceed labor hour task orders. The maximum ordering limitation will be $10,000,000.00 over the life of the contract, and this maximum may be realized in a single year or spread over the life of the contract inclusive of all option years. Individual task orders will not exceed $1,000,000.00. The guaranteed minimum for the life of the contract which includes the base period and all options exercised is $25,000.00. The Government will use such factors as experience, qualifications, past performance, quality of deliverables, timeliness, and other factors that the Contracting Officer, in the exercise of sound business judgment believes are relevant to the placement of orders. The Contractor shall furnish engineering services including personnel, field services, laboratory testing, equipment, and related services, to perform Site Inspections; Field Sampling; Laboratory and On-Site Analysis; Damage Assessment, Planning and Injury Determination; Restoration Planning; Response Restoration Implementation; Cost Estimating; Compilation of pertinent costs and or auditing of NPS costs for an incident Dunn & Bradstreet Searches; Individual Asset Searches; EPA-Approved Potential Responsible Party Searches; and Archiving/Administrative Record Compilation Support; at specified National Park Service (NPS) locations as described in each individual Task Order. All work shall be performed in a manner consistent with Federal and State laws and regulations governing the work performed. These include, but are not limited to, the Oil Pollution Act of 1990; Clean Water Act of 1977, as amended (33 U.S.C. 466); Comprehensive Environmental Response and Liability Act of 1980 (42 U.S.C. 9601), as amended by the Superfund Amendment and Reauthorization Act of 1986 (42 U.S.C. 9601); the National Oil and Hazardous Substances Pollution Contingency Plan (Federal Register, March 8,1990, pp. 8666, 8865); Natural Resource Damage Assessment Regulations, as amended 943 CFR 11; Code of Federal Regulations, Title 40, Protection of the Environment; Clean Air Act of 1990 (104 Stat. 2399, P.L. 101-549); National Environmental Policy Act of 1969 (142 U.S.C. 4321, 4347) and all other applicable laws and regulations, including those governing management of National Park Service facilities, such as National Park System Resources Protection Act of 1990, as amended (16 U.S.C. 19jj); Archaeological Resources Protection Act of 1979 (16 USC 470); and other related laws and their implementing regulations. The Contractor shall have the capability and experience to perform, or provide, a wide range of services related to environmental disturbances including, but not limited to, the following: DAMAGE ASSESSMENT, PLANNING, AND INJURY DETERMINATION required in supporting the National Park Service Damage Assessment and Restoration Program. Specific services may include, but are not limited to: Performing all required measures for pre-assessment screen determinations; Preparing Preliminary Estimate of Damages (PED); Preparing damage assessment plans, cost estimates, and reports of assessment; Performing all necessary work to complete determination of injuries and quantification of injuries; Performing all necessary work to make a determination of damages; Providing overall case management; Assembling administrative records and past cost records; Providing estimates of potential restoration projects; Conducting Visitor Use Surveys; Calculating lost use using accepted visitor and or ecological lost use methodologies. RESTORATION; Such activities will take place either following or sometimes simultaneously with the Damage Assessment activities. Services may include, but are not limited to: Performing restoration planning and design; Writing restoration plans; Completing environmental compliance documents, including environmental assessments and environmental impact statements; Providing support for public involvement activities; Implementing and/or providing oversight to implementation of restoration actions; Providing trustee council support; Assembling administrative records. FIELD WORK/LABORATORY; including emergency response under the park system resources protection act (19jj), and may occur in harsh or extreme conditions, or at archaeological sites. Field work shall include, but not be limited to: Ephemeral Data Collections; Natural and cultural resource data collection and data collection concerning visitor use; Site Inspections; The Contractor may be required to perform all or elements of Preliminary Assessments, Site Investigations, Remedial Investigations, confirmation of exposure of trustee resources, pathway identification of contaminants to trust resources, and Injury Determinations; Field Sampling: The Contractor may be required to collect and analyze soil, water (surface and groundwater), sediment, air, and biota samples, including providing the necessary services to take samples, such as installation of monitoring wells, and sample borings; environmental measurements both in situ and using remote sensing info followed by ground tracking; Laboratory and on-site analysis: The Contractor may be required to provide sample analysis both in the field and in a laboratory. On occasion, the laboratory may have to be state-certified, but primarily laboratories should adhere to EPA-protocol following published QA/QC documents and procedures; GIS Support; Land Surveying; Remote sensing technology support and image acquisition. MISCELLANEOUS services may include, but are not limited to: Cost estimating for design, construction/restoration and all other services; Work plans; Environmental-related training; Dunn & Bradstreet searches; Providing experienced expert witness testimony; EPA-approved Potential Responsible Party Searches; individual asset searches; Project archiving/Administrative Record compilation support; Cost tracking/Cost auditing/Cost report preparation. REQUIRED DISCIPLINES include: Biological/Physical Science Professionals: Biologist/Marine Biologist, Chemist, Geologist, Hydrogeologist, Oceanographer, Geomorphologist, Ecotoxicologist, and Biostatistician; Engineering/Technical Professionals: Environmental Engineer/Scientist, Civil Engineer, Geotechnical Engineer, Geologist/Coastal Geologist, Hydraulic Engineer, Mechanical Engineer, Photogrammetrist, Aerial Photo Specialist, Cartographer (GIS/GPS), Land Surveyors, HAZMAT Level IV Hazardous Materials Specialist, and HAZMAT Level III Hazardous Materials Technician. Other: Legal Research, Paralegal, Videographer/Photographer, Technical Writer, Industrial Hygienist, Real Estate Appraisers/Title Search, Computer/Database Specialist, Accounting/Cost Analysis Specialists (CPA), Office/Document Managers, Librarian, and Natural Resource Economist. SELECTION CRITERIA: Statements of Qualification will be evaluated by a selection committee of National Park Service personnel based upon the following primary criteria, listed in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services including; Specialized experience and technical competence in the type of work required, including, where appropriate experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Firms must be able to provide organizational charges as well as partnering and mentoring information. Firms must be able to provide all necessary disciplines by in-house personnel or through the use of subcontractors. The Project Managers must have experience managing the types of projects anticipated for the Federal Government. List staff to be assigned to this contract (including subcontractors) and their respective background in the performance of the types of work identified in the above description. List only those team members who will actually perform work under this contract. Qualifications should reflect each individual's skills and abilities in environmental compliance work and his/her potential to contribute to the successful completion of project task orders. In Block 4 of the SF-255 (Personnel by Discipline) show the entire proposed team by listing personnel employed by the prime in the blanks provided and personnel from subcontractors to the left in parenthesis. In Block 7 of the SF-255, indicate branch office location of each team member, including subcontractor personnel. The work may include and the firms must demonstrate technical capabilities through past performance on satisfactorily completed projects, but not be limited to the types of work identified in the above description. Do not list more than ten projects in block of 8 of the SF-255. Projects listed shall be either current projects or projects completed within the last ten years. Indicate which subcontractors (if any) from the proposed team participated in each of these projects. (2) Capacity to Accomplish the Work in the required Time: Firms will be evaluated on their ability to mobilize and respond to multiple assignments at various locations simultaneously. (i.e., the impact of this potential workload on the firm's permanent staff, anticipated workload during the contract period, and the firm's history of successfully completing work in compliance with performance schedules). Indicate the firm's present workload and the availability of the proposed subcontractors for the specified contract period. Demonstrate how the prime contractor will manage and coordinate the work of its staff and its subcontractors to produce integrated, cost effective solutions to task order assignments. (3) Past Performance: Firms will be evaluated on past performance on contracts with Governmental agencies and private industry, in terms of cost control, quality of work, regulatory knowledge, permitting experience and ability to meet schedules and deadlines. References and /or recommendations from a maximum of three clients will be evaluated. Identify and describe fully a minimum of three examples of project task orders completed successfully within the last five years as a direct result of the team's efforts. Limit information to no more than three pages. Cite examples of recognition for technical report writing that is clear, concise and convincing in presenting recommendations. List recent awards, commendations and other performance evaluations received by the team for previous projects similar to those discussed in the above description. (4) Geographic Location: Firms will be evaluated on their experience working at sites located throughout the 48 contiguous United States, Alaska, Hawaii, and insular possessions and territories. Other: discussions will be held with at least three of the most highly qualified firms regarding concepts, the relative utility of alternative methods and feasible ways to prescribe the use of recovered materials and achieve waste reduction and energy efficiency in facility design. Subcontracting Plan Requirement: In accordance with Public Law 97-507, the firm will be required to provide the maximum practicable opportunities for small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned small businesses. Any large business selected must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that 18% of the contractor's intended subcontract amount be placed with small businesses; 5% shall be placed with small disadvantaged businesses, 5% shall be placed with women-owned businesses, 3% shall be placed with veteran-owned small businesses, 3% shall be placed with service-disabled veteran-owned small businesses, and 2% shall be placed with HUBZone certified firms. THE SUBCONTRACTING PLAN IS NOT REQUIRED WITH THIS SUBMITTAL; however, contract award is contingent upon negotiation of an acceptable subcontracting plan. THIS IS NOT A REQUEST FOR A PROPOSAL AND NO SOLICITATION PACKAGE WILL BE ISSUED. THIS IS A REQUEST FOR QUALIFICATION STATEMENTS UNDER THE BROOKS ACT. Architect-Engineer firms that meet the requirements described in this announcement are invited to submit four completed copies of the Standard Form (SF) 255 for the firm and four copies of the SF 254 for each consultant listed in block 6 of the firms SF 255. In support of the sustainable practices of resource conservation and material recycling, submissions should be concise, make wise use of recycled/recyclable paper and other materials, and be organized in such a manner that the recyclable material can be easily removed after evaluation. To the extent possible, printed/copied double-sided paper documents shall be submitted. The submittal package is to be received in this office no later than 4:00 p.m. Mountain Daylight Time, June 03, 2003, in order to be considered for selection.
