Description

The Superintendent, United States Naval Academy, Annapolis, Maryland, announced today its tentative decision to outsource to private industry the Base Operating and Other Services for USNA. This decision is a result of a competitive process conducted in accordance with Office of Management and Budget Circular A-76. There were approximately 331 military and civilian personnel performing the functions under the study. The decision to outsource the performance of the functions to private industry was made after a detailed study indicated it was more cost effective to perform the functions by contract rather than by retaining performance in-house. A 30 day appeal period commences on the date of announcement, Friday May 2, 2003 through close of business Friday June 1, 2003. Appeals of the decision should be mailed or delivered to the Commanding Officer, Engineering Field Activity Chesapeake, 1314 Harwood Street, SE, Washington Navy Yard, Washington, DC 20374-5018, to the attention of both: Danny Stubbs and Jeff Cornell. Resolution of any appeals will occur within 30 days following conclusion of the appeals period.
