Description
NAICS Code: 334516 NAICS Code: 334516 The US Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to Malvern Instruments, Inc. for a Particle Size Analyzer System required by the National Enforcement Investigations Center (NEIC). The NEIC requires a system with the following characteristics to meet its objectives: 1. The particle size analyzer must measure the particle size range of 0.02 to 2000 micrometers in one millisecond or less (1000 scans/second); employ two light sources including a HeNe gas and a blue solid state laser; employ an algorithm made up of a single uniform theory using angular light scattering technology and full Mie theory over the particle size range given above; and have a modular design with all sampler accessories external to the optical bench for changeover in less than 30 seconds. 2. The particle size analyzer system must have an automated sample dispersion unit with a capacity of 800 ml or greater; an internal ultrasonic probe with variable power and duration settings; and the capability of direct attachment to a liquid source, allowing automatic software control of draining, rinsing, and filling between samples. 3. The particle size analyzer system must have a dry powder sampler with air pressure that is software controlled, measured, recorded, and continuously variable from 0 to 4 Bar pressure. 4. The particle size analyzer system must have a small volume sample capability of 18 ml or less with a temperature sensor; control of sample temperature by a circulating constant temperature bath; an internal ultrasonic probe with variable power and duration settings for applying dispersion energy during measurement; and the capability to pump sample particles through a dispersion cell, allowing free flow of magnetic particles and suspension of larger or denser particles. The Mastersizer 2000 system by Malvern Instruments is the only known system with the combination of specifications to meet NEIC's objectives, and it is for this reason that Malvern Instruments is deemed the sole source for this buy.
